The QRA is charged with managing and coordinating the Queensland Government’s program of infrastructure renewal and recovery within disaster‐affected communities, with a focus on working with state and local government partners to deliver best practice expenditure of public reconstruction funds before, during and after a Natural Disaster.Responsibilities include:Managing and coordinating an $805m Infrastructure Program across 77 councilsManaging a team of fifteen Project Managers, Quantity Surveyors and EngineersResponsible for chairing quarterly, monthly and fortnightly Executive Management Team meetings which are attended by the Major General (Retired) of the Australian Defence Force & Chair of the QRA, CEO, CFO, General Managers, Directors and Regional Liaison Officers (RLO’s). The meetings provide an opportunity for the QRA Chair and CEO to deliver strategic direction, set objectives and parameters and then hand over responsibility for implementation and detail to the Executive Leadership team. The meetings also provide an opportunity for the RLO’s to brief the Executive Management Team on the progress of the recovery and reconstruction program.Responsible for chairing weekly RLO meetings attended by RLO’s and business directors. Purpose of the meeting is to provide the business with strategic direction and weekly priorities. This forum provides an opportunity for passing responsibility, creating shared ownership, accountability and trust within the team.Support the RLO team by providing technical and project management advice where required to ensure effective delivery of the specified program of works.

The QRA has engaged ten Regional Liaison Officers (RLO’s) across 77 state and local government agencies within Queensland to support the delivery and management of $14bn State and Federally funded reconstruction program. The RLO’s key responsibilities are to provide Council and delivery agent liaison, monitor and review program delivery, understand and support individual portfolio needs for all aspects of the disaster lifecycle. Enda is responsible for five councils across Queensland, supporting the management of project and program performance, ensuring project control addresses the key outcomes of Value for Money across $130m of reconstruction works.

Enda is responsible for managing a team consisting of Quantity Surveyors and Engineers who assist the delivery of Value for Money and accountable expenditure across a $13bn State and Federally funded reconstruction program. To assist this, the benchmarking team has developed a plant and vehicle charge rate calculation which has been developed from first principles referencing industry recognised standards. With large scale programs it is imperative for the client to understand the reconstruction progress and funding requirements of the program. The information provided through regular program reviews helps shape forward estimates and budgets and will ensure appropriate funding is allocation. Plant and Vehicle Management provides vital information to assist in establishing an efficient and cost effective construction program. Best practice fleet management is a balancing act of high utilisation of plant and vehicles, minimum downtime, and astute buying decisions.

Enda is responsible for managing a construction rates benchmarking team. A key role of the benchmarking team is to assist the delivery of Value for Money and accountable expenditure across a $13bn State and Federally funded reconstruction program. To assist this, the benchmarking team has developed a framework to regularly track plant, labour, material, construction activities and treatments as well as indirect costs across 77 state and local government agencies within Queensland. The benchmarking team has also developed an appropriate methodology for the preparation of quarterly benchmark reports and updates to satisfy state and federal audit requirements.

Enda is responsible for managing a team of Quantity Surveyors and Engineers who developed and implemented a framework to demonstrate costs savings achieved by internal local government resources in comparison to external contractors constructing similar works. Estimates and findings across 62 councils and $1.5bn of reconstruction works presented in a report to the Federal Government informed the approval of a Day Labour exemption throughout Queensland from 2013 – 2017. To date the benchmarking team has demonstrated $245m of cost savings to the state and federal government by leveraging $80m in day labour costs.

Wiggins Rail Improvement - Senior Quantity SurveyorProduced high level optioneering estimates for a five option rail redevelopment with the intent to identify the viability of alternate alignment solutions the met the client "Queensland Rail" objectives for the rail connection of the proposed Wiggins Island Coal Export Terminal.
