One of the challenges of this goal was to enable, promote and push horizontal and social learning among these local task forces.My role was to develop a learning (capacity building) strategy to enable local, regional and national task forces develop learning culture and system that would deliver the 2019 target of 100% universal access to clean water.My responsibilities were including to:a. contribute to the development of business plan, including logframe and business model,b. develop the strategy map and organizational core competence,c. develop the strategic job families including core strategic profiles’ competences (functional and managerial),d. develop learning and development strategy, including thematic roadmap and activities for 2015-2019, ande. develop capacity building strategy and roadmap for the Task force’s key stakeholders for 2015-2016 using Gamification approach.Lack of coordination and collaboration competences were identified as key barrier to nurture the learning culture. Therefore, prior to development of those documents, I introduced online coordination and collaboration tools to the Task force. The most difficult part of this ad-hoc initiative was changing the middle managers’ counterproductive behavior.
