Chairman And CeoBanking Regulation And Supervision Agency Mar 2001 - Nov 2003Turkey-Was appointed to this post by the decree of the Council of Ministers. -The BRSA is responsible of protecting the rights and interests of depositors, regulating the incorporation, management, operations, mergers, acquisitions, liquidation and supervision of Banks in order to ensure efficient functioning of the credit system by also giving due consideration to maintaining confidence and stability of the financial markets and thus is authorized to issue the necessary regulations, to take the required steps and decisions in order to supervise the Banking system. -SDIF insures savings deposits and is in charge of resolving the banks that it takes over as per the decision of the BRSA -There were 320 personnel in BRSA and 426 in SDIF. -In May 2001, BRSA designed and put into effect a comprehensive “Banking Sector Restructuring Program”. The program was based on the following main pillars:- Restructuring of the state owned banks,- Resolution of the banks transferred to the SDIF,- Operational and Financial strengthening of the private banks,- Strengthening of the regulatory and supervisory framework.The BRSA and the SDIF issued 931 and 1.726 resolutions respectively during 19.3.2001 – 22.9.2003.• 27 banks had been transferred to the SDIF since 1997. These banks were promptly resolved through merger, sale or direct liquidation. (As of 31.12.2003 only two banks remained under the SDIF.)• Collections of USD 1.8 billion were realized through repayment plan and the sales of assets. • With the implementation of the “Bank Capital Strengthening Program”, capital needs of private banks were determined and necessary measures were taken. • Under the “Istanbul Approach” a total of USD 5.1 billion worth of debts were voluntarily restructured. There were left 51 (down from 80) Banks in Turkey as at year end 2003 with total assets of approximately USD 130 billion
