As the TECS Central System Control Officer, he facilitated multi-agency user access and role base provisioning to TECS federal law enforcement system, provided SME advice for agency agreements, and coordinated with DHS OneNet and internal teams to facilitate network connectivity to TECS. As the TECS Custodian of Record, Ron worked closely with CBP internal counselors for the release and secure sharing of TECS data to satisfy requests for certified records and Mutual Legal Assistance Treaty agreements with foreign governments.Ron served as the Federal Bureau of Investigations (FBI) Criminal Justice Information Services (CJIS) Systems Officer (CSO) and National Crime Information Center (NCIC) Federal Working Group member of the CJIS Advisory Process. Ron facilitated the adherence and compliance with FBI-CJIS Security Policies and the U.S. Code of Laws for CBP. He also served two years on the CJIS Advisory Policy Board Ad-Hoc NCIC Subcommittee by providing an IT perspective for the development and modernization of NCIC Third Generation (N3G).Ron served as The International Justice and Public Safety (Nlets) Federal Member Agency Representative for CBP. He provided guidance and SME support to CBP federal law enforcement personnel for facilitating compliance with Nlets bylaws and access to state and local law enforcement systems via Nlets. Ron also served on the Nlets Technical Operations Committee and Attributes Requirements Task Force.

Ron serve as a IT subject matter expect for multi-platform desktop applications and user connectivity in support of DHS-CBP OIT Passenger Systems Program Directorate. He provided daily support to various DHS components and other government agencies with user connectivity to DHS-CBP mainframe applications. Ron also maintained Tier-3 service desk support and ticket queue in support of DHS-CBP Passenger Systems Programs and applications.

Ron designed, developed, and erected a Government Test Lane Facility (GTLF) for CBP’s Western Hemisphere Travel Initiative (WHTI) which served as a major milestone and baseline configuration for the program.

Ron designed and developed electro-mechanical engineering CAD drawings and electronic wiring diagrams for DHS-CBP SENTRI/NEXUS Dedicated Commuter Lanes (DCL). Ron conducted site surveys of selected U.S. land border ports of entry for the suitability of DCLs at each site, maintained a bill of materials, procured equipment and deployed DCLs. I also supported a Tier-2 service desk for operations and maintenance of the existing SENTRI-DCL system at U.S. land border ports of entry. Ron maintained computer laboratory and video surveillance system in support of the Force Protection Equipment Demonstration (FPED V) at U.S. Marine Corps Base Quantico.

Ron custom-built automated inspections systems including the Outlying Area Reporting Station (OARS), Remote Video Inspection System (RVIS), NEXUS Dedicated Commuter Lane (DCL), and Videophone systems. He assembled, tested, and deployed these electronic systems to selected U.S. northern land border ports of entry. Ron procured equipment for developing custom fabrications of each automated inspection system. He managed accurate account of GFE property assets and records of the equipment inventory. He also maintained a service desk for operations and maintenance of deployed OARS, RVIS, DCL, and Videophone systems. Ron reviewed internal system design documentation including electro-mechanical diagrams, staging guides, and the troubleshooting guides as part of SDLC approval process. He provided on-site customer service and technical support for end users. Ron also developed a training guide and conducted a preliminary RVIS, OARS, and Videophone training session to contractors responsible for the operation and maintenance of these systems.

Ron worked in the lab supporting a software upgrade to sample data points for the performance evaluation of a U.S. Navy Standard Vaneaxial Fan. He solved the accuracy of the program by repairing frayed, corroded control wires connected to their respective test instrument probes and detected a software bug affecting 15 years worth of data that was caught before the program was publicly released saving the Federal Government time and money.

Ron worked as a computer aide under the Department of Defense National Security Agency sponsored High School Work Study Program. Ron studied UNIX and learned the basics of the UNIX platform on a Sun SPARC Station. He upgraded user interface forms and SQL scripts for a service catalog. Ron tested revisions to the forms and scripts by reporting various queries and searches using the program. Ron held a TS/SCI with polygraph.
