Information Technologies Directorate

• Identifying all business needs by continuously interacting with project stakeholders and utilizing requirement gathering techniques.• Ensuring correct communication among units within the project (Project owner-developer team) when necessary.• Creating requirement analysis based on backlog and documenting acquired data.• Detailed analysis of identified requirements and modeling of system-business processes.• Creating models such as class diagrams, use case diagrams, and flow diagrams using tools like UML (Unified Modeling Language).• Generating Mockup/Prototype screen designs on flow diagrams (Miro, Visio, Balsamiq, etc.).• Creating sprint cycles based on backlog, determining tasks, and distributing assignments.• Continuous communication with business unit and software development team throughout the project lifecycle (Jira, Trello, etc.).• Organizing periodic work sessions with software development team and business owner units following global methodologies (waterfall, agile, scrum) throughout the project lifecycle (Scrum master).• Proficiency in database and product coding structure during analysis and testing processes, providing technical insights.• Performing testing procedures for all products and modules developed and implemented within the project scope.

• Oversee all technological activities at the department and directorate level, including project implementations, hardware, system, and infrastructure across central and affiliated locations.• Lead the IT unit, coordinating work schedules and activities; plan and execute them accordingly.• Act as project manager for all automation systems within the scope of activities.• Manage database administration, including Oracle and MSSQL support, and reporting for applications.• Serve as analyst and project coordinator throughout automation projects’ lifecycles, identifying requirements, collecting data, and ensuring inter-departmental integration.• Engage in automation project management and software operation processes for social assistance activities (e.g., social card programs).• Create scripts for database processes, extract assistance lists, organize and format them, and forward to Belbim A.Ş. for upload operations.• Provide support for automation systems, SQL databases, and manage physical-virtual servers.• Support the call center unit with applications and servers; perform data backups and database reporting.• Conduct infrastructure and hardware installations, supporting network systems, computers, phones, audio equipment, cameras, and alarms for project locations.• Integrate location-based camera and alarm systems into remote monitoring centers, supporting the technical process with relevant directorates.• Address all technological needs for around 100 separate project unit locations, ensuring operational continuity.• Collaborating with external directorates, private companies, subsidiary companies, and banks to produce joint technical solutions regarding financial matters, accruals, payments, managing software processes, determining business models, and actively participating in the analysis and development processes of related systems and automations (Belbim A.Ş, Supermarkets, , Banks, Istanbul Metropolitan Municipality Halk Ekmek).

Social Services Directorate | Women'S Activities & Coordination Center

• Provide IT support to mobile field teams, including remote connections, VPN support, and managing automation systems and SQL databases, both on physical and virtual servers.• Offer user support and maintenance for all automation systems related to social aid programs (e.g., market cards, goods, clothing).• Manage application and server support for the call center, including data backup, voice recording, and database reporting, while coordinating problem-solving and technical needs with the consulting firm and providing internal support.• Work with virtual and physical servers, manage firewall services alongside the consulting firm, and oversee active domain servers at the directorate level.• Handle DHCP, DNS, and Exchange mail server management and support.• Oversee the central building camera system and manage the installation and support of network-system infrastructure, computers, phones, audio equipment, cameras, and alarm systems across various project units and locations. Ensure smooth communication and coordination with relevant directorates and companies throughout these processes.• Provide software and reporting support for social aid activities within the directorate. Collaborate with various units, including the Revenue Directorate, private companies, subsidiary companies, and banks, to develop technical solutions for financial matters, accruals, payments, process management, system analysis, and automation development.• Identify the technological hardware needs of the directorate, prepare annual technical specifications, and manage inventory, stock, and automation systems, including SQL database reporting and backup support.

• Providing hardware, system, and network support at all central locations (Centers for disabled people) affiliated with the directorate and project.• Client support, remote support.• The automation program reporting and user support.• Ensuring continuity in activities at all central locations and affiliated field units.
