Enno specialises in the economics of competition and regulation. His professional experience in competition economics includes work on merger analysis, abuse of dominance and cartel damages litigation. Examples of Enno’s work include gathering and evaluating qualitative and quantitative evidence, conducting economic, econometric and statistical analyses including price-concentration analyses, estimating demand functions, and performing relative efficiency analyses. In regulatory economics, Enno’s expertise relates to regulated companies’ cost of capital and cost allocation methodologies. In particular, Enno managed the development and implementation of Cost of Capital Guidelines for the New Zealand Commerce Commission. He has also provided advice on the development and implementation of cost allocation methodologies.Before joining Oxera in 2010, Enno worked for the UK Competition Commission and the New Zealand Commerce Commission. In this context, he led merger and abuse of dominance investigations, conducted peer reviews and provided written and verbal economic advice to Commission Members. Enno has also worked for a global economic consultancy firm working on cartel damages litigation.

One of my main responsibilities is to project manage the development of the Commission's first Cost of Capital Guidelines. In parallel to developing these Guidelines, I project manage their implementation in the context of a recently overhauled regime of economic regulation of airport, gas and electricity distribution / transmission services. I also advise Commissioners on the development and implementation of methodologies to allocate common costs, for example between regulated electricity distribution / transmission services and unregulated telecommunication services.

My main responsibilities included managing merger investigations, leading multidisciplinary teams, and conducting and overseeing economic and econometric analyses including shock analyses, price correlation, stationarity and cointegration analyses. Presenting these analyses verbally and in writing (in form of internal and external reports), I advised Commissioners on the likely effects of mergers and acquisitions on competition. I also provided economic advice in the context of alleged abuse of dominance cases, including market definition, competitive assessment, and analysis of countervailing power.

My responsibilities encompassed gathering and evaluating qualitative and quantitative evidence, conducting economic, econometric, and statistical analysis, including price-concentration analyses, estimating inverse demand functions, and price elasticities analyses. Focusing largely on the reports' econometric analyses, I peer reviewed the Commission's provisional findings report of the Groceries Market Investigation. I pioneered econometric analyses of 'Relative Efficiency' in the context of comparative regulation and developed an analysis tool simulating the effects of vertical mergers on output and price.

My responsibilities included analysing data, building and testing econometric demand models (for fast moving consumer goods) and interpreting their results. This work involved handling and manipulating large datasets in Excel before conducting panel regression analyses.
