The Supervising Emergency Services Officer (SESO) supervises San Bernardino County Fire, Office of Emergency Services (County OES) Staff and coordinates programs provided by County OES. The SESO works in conjunction with other response agencies in developing and refining policies and procedures to provide emergency planning, mitigation, response and recovery efforts.

Michael A. Ramirez is an Emergency Services Officer with San Bernardino County Fire, Office of Emergency Services assigned to the City of Upland. It is his vision to create “a ‘ReadyUpland’ for all.”

Michael is an Emergency Services Officer with San Bernardino County Fire, Office of Emergency Services and is responsible to assist the County in mitigating against, preparing for, responding to and recovering from disasters.As the County’s CERT Coordinator, Michael leads the San Bernardino County CERT Advisory Committee (SBCCAC) and works with the municipal emergency managers and volunteers in the county to help provide leadership, training, resources and grant-funded materials to CERT programs countywide. The San Bernardino County CERT Program was the 2015 recipient of the Governor’s Volunteer and Service Award for Disaster Volunteer Program of the Year. Michael also serves on the California CERT Workgroup to help set policy and give direction to CERT Programs Statewide.

The Southern California Earthquake Alliance is one of four regional alliances that comprise the statewide Earthquake Country Alliance, a public-private partnership of leading earthquake professionals, emergency managers, government officials, business and community leaders, and others.

The CERT Workgroup, administered by CaliforniaVolunteers, helps to develop policy and programs for CERT Programs within the State of California.

The Earthquake Country Alliance unites leaders in government, hospitals/healthcare, business, non-profit, media, schools, Seniors and People with Disabilities, faith-based, museums/educational centers, language communities, and others, to foster a culture of earthquake and tsunami readiness in California.
