WHAT I DO: I am the head of the Neot Hovav Local Eco-Industrial Council, having amassed more than 30 years of experience serving in a range of local government roles, as CEO, treasurer, accountant, council member, Ministry of Interior representative, and more. Several years ago I was treasurer of this council and, during my reserve military service, was commander of the Negev region for the Home Front Command, handling emergency preparedness – an issue I still deal with today in my current role.I am an expert in economics and business administration, with extensive experience in reorganization and recovery processes for a variety of companies and organizations, including those with annual turnover in the hundreds of millions (NIS). As CEO, I was responsible for leading a major organizational change that included a transition from a centralized structure to operations based on specialized divisions. This involved clearly defining the company’s mission, vision, values, and goals within the framework of company-level and unit-level annual work plans. As a result, the company dramatically improved its economic efficiency while creating additional income sources.

CeoMeytar – Advanced Municipal Services 2018 - 2020Meytar is a longstanding private company in the municipal services market, owned by the One1 Group. My major responsibility was leading a comprehensive transition process on a national scale following a merger, including implementing new management practices in line with annual work plans, procedures, and defined goals. This involved managing some 60 employees directly, as well as dozens of personnel via external service providers, and developing/updating software and products throughout all activity areas. As a result, Meytar gained the status of the #3 player in what had previously been a duopoly with high barriers to entry.

Ceo & TreasurerTamar Regional Council 2014 - 2017Tamar Regional Council serves six communities in the Dead Sea area, including a large industrial park, the Dead Sea Works, and Ein Bokek, which is home to many hotels and a business complex. I was responsible for managing an annual budget of approx. NIS 130 million and turnover of approx. NIS 210 million (via the council’s companies), in addition to managing a multi-year investment budget of some NIS 89 million. This included leading extensive development work for community expansion, infrastructure, public buildings, tourism sites, and so on. -

NIS 190 million and around 50 direct employees, in addition to the work of external suppliers. My role involved leading a comprehensive recovery process to reduce its budget deficit by approx. NIS 40 million, including a change in organizational structure and the adoption of more efficient work plans. Thanks to my efforts, the company became profitable for the first time in its history. -
Accountant & Council MemberVarious Municipalities 2007 - 2011Led a recovery plan for several municipalities (Lod, Beit Shean, northern municipalities) to reduce the budget deficit, which included budget planning and management, as well as substantial streamlining processes. During this period, I sat on several finance and other committees, and also reported on compliance matters to the Ministry of Finance and the Ministry of the Interior.
