• Oversaw all policy development for the Steering and Policy Co-chair and senior Democrat on the Labor-HHS-Education Appropriations Subcommittee.• Supervised the legislative team, including 2 legislative assistants, policy advisor, speechwriter, and 2 fellows; hired and trained the policy and communications staff. • Managed the policy team in researching, analyzing, and advising the Congresswoman across policy and legislative matters, including appropriations, statements, votes, and the development of new bills.• Lead health policy portfolio, including health reform, Medicare, Medicaid, and appropriations for the Department of Health and Human Services. • Analyzed republican appropriations bills for Labor-HHS-Education programs and drafted the democratic amendment strategy to communicate democratic policy priorities. • Created a multi-pronged legislative strategy to raise awareness of the consequences of sequestration on Labor-HHS-Education programs among Members of Congress and advocates, working to create a bipartisan consensus in support of a new budget agreement and a $5.8 billion increase for Labor-HHS-Education Programs in 2016. • Advised the Congresswoman during the negotiations for the Labor-HHS-Education funding bills that resulted in two consecutive years of $2 billion increases for the NIH. • Influenced federal regulations and program administration through strategic communications and lobbying. • Built new relationships and partnerships with Members of Congress and advocates to enact the Congresswoman’s proposal to indefinitely extend the expansion of the Child Tax Credit. • Creatively used the appropriations process to preserve access to mammograms for women under age 50 after new guidelines failed to account for higher out-of-pocket expenses that would have put these life-saving services out of reach. • Cleared all of the Congresswoman’s speeches, talking points, and press releases, exercising judgment and analysis of evidence and framing.
