Strengthening Teachers Accountability to Reach All Students (STARS) Follow-Up II As in many sub-Saharan Africa, primary enrollment rates in Ghana have increased substantially in recent years, but students’ learning levels have not matched this progress. According to UNICEF’s Global Initiative on Out of School Study (2012), 89% of Ghanaian children were enrolled in primary school, but only 8% met the academic standards for their grades. Based on 2015 administration of the Early Grade Reading Assessment (EGRA) and Early Grade Mathematics Assessment (EGMA) fewer than half of pupils could read a single word in English from 2nd-grade classrooms across Ghana. The report concluded that pupils also lacked “the foundational skills required to grasp the basic concepts in mathematics.”Based on insights from previous researches, IPA partnered with GES, GNAT & NYEP in 2010 to develop TCAI i.e Teacher Community Assistant Initiative which demonstrated the effectiveness of a strategy to increase students learning—STARS is a project partnered by researchers from the University of Delaware, the University of Massachusetts, Boston, all in the United States, IPA evaluated the StrengtheningTeachers Accountability to Reach All Students (STARS) project, which is a follow-on project to the TCAI project. STARS programs tested ways of encouraging fidelity of implementing Targeted Instruction(TI) approach by leveraging the role of HeadTeachers and Circuit Supervisors to support Teachers to implement new pedagogical approaches through improved monitoring and coaching resources The STSRS Evaluation team, which I was part, investigated the effectiveness of targeted instruction in upper primary grades and suggested ways Ghana Education Service (GES) could encourage fidelity of implementation of targeted instructions, all through leveraging existing civil service personnel from some selected schools across Ghana. (210 schools in 20 district)
