-Led design and management of the USAID Rule of Law Stabilization - Informal Component (RLS-I) program to improve the quality of traditional dispute resolution while bolstering formal-informal justice collaboration.-Researched Afghanistan's justice frameworks, actors, and practices during pre-intervention assessments. Developed research methodology, protocols, and tools; trained data collectors; monitored data quality; developed codes; analyzed data; wrote assessments. -Designed strategic program model for assistance to justice and dispute resolution practitioners, including program approaches and components, participant selection criteria, training curriculum, teaching materials and methodologies, activity sequencing, etc. Wrote proposals, work plans, scopes of work, briefing material.-Managed project implementation to ensure quality, efficiency, and sustainability with a focus on Afghan ownership. Trained, mentored, and oversaw teams of over 100 program and research staff. Regularly served as Acting Chief of Party (CoP). Designated USAID Key Personnel.-Contributed to monitoring and impact evaluation designs and instruments. Collaborated with M&E team to develop innovative program and M&E approaches that enabled experimental learning.-Facilitated comprehensive program reviews to conclude program phases. Incorporated M&E, beneficiary, staff, and donor inputs. Wrote final project reports detailing activities, accomplishments, lessons learned, and recommendations for future programming. -Liaised with donors, government, and partners to ensure collaborative efforts. Represented/presented program at high-level stakeholder meetings. Programmatic and policy discussions with one embassy resulted in an unsolicited $1 million funding offer. -Led the USAID Afghanistan Parliamentary Assistance Project’s (APAP) support to the Afghan National Assembly in its representation function. Managed and mentored consultants and six national staff.-Chief editor/author of the APAP Legislative Newsletter on Assembly political debate and activities. Work cited as excellent by the Afghanistan Analysts Network (AAN). Conducted peer reviews for the International Crisis Group (ICG) and Afghanistan Research and Evaluation Unit (AREU).-Designed, managed, and oversaw program activities, including: radio programs to educate the public on parliament’s role in Afghan governance and link Members of Parliament with constituents; a conflict management program for former-combatant MPs, including skills workshops and an exchange visit for 12 MPs to the Assembly of Northern Ireland; and Youth Parliament – Parliaments in Conflict Management.-Supported Assembly Departments of Information and Public Relations (DIPR) on outreach strategy and tools. Oversaw design and implementation of training for DIPR staff and MPs. Liaised with and briefed Assembly leadership, MPs, and partners.-Monitored and evaluated program performance. -As second in charge, managed and oversaw administration and finance operations of IFES’ component of the USAID CEPPS Strengthening Government Institutions project. Recruited, trained, and supervised 24 staff. Coordinated IFES’ security policies and procedures. Represented project at high-level meetings.-Programmatic contributions included implementing a civil and voter registration pilot project, civic education, leading a study mission for Election Commission leadership, and coordinating electoral law education for public officials and civil society. Wrote sections of an electoral law briefing book.-Wrote briefing materials, proposals, reports, budgets, and work and M&E plans.
