Owner Representative - Construction project manager

 Managing design and construction programs for federal agencies: Air Force Services (AFSVC), VA hospitals, TSA check point and baggage screening. Proposal submission to agency contracting offices to include review of solicitations, evaluating scope of work, needs assessment of project(s) during the period of performance and the level of management needed for oversight. Administering the negotiations of contracts as it pertains to award, compliance, conditions and price.  Negotiated time, value and staffing at several VA hospital project location i.e. Long Beach and Palo Alto. These projects include scheduling, estimating, commissioning and construction management. Serving as a business advisor providing guidance and recommendations to contracting officials and program officials, base commanders.  Responsible for the development of contract review and sourcing strategies. Implement dispute resolutions by communicating with project and program team about the risks and conflict associated with the contract. Construction management, estimating, proposals write-ups, modifications, schedule review, contractor payment applications, REA’s, manpower and client relationship. Current project includes multiple TLF’s at Goodfellow AFB, Eglin AFB, Cannon AFB, Keesler AFB and Nellis AFB.  Mentor, train and coach site leads on contracting regulations and language. Provide technical advice on software, contract scope of work and career development.  Additional responsibilities include review of contractors change order and schedule updates. Providing In-house Government Estimates (IGE), Technical evaluations. Create conceptual and final cost estimates, scope review, monthly projections, schedule sequencing and project closeout.

 Managing a mechanical industrial project for Hartsfield Atlanta International Airport ($48MM Main Terminal HVAC Upgrade Vol. 1) Team lead on scope review and identifying discrepancies in contract language, wrote project management plans for execution by the project team. Managed the overall process for submittals, site specific safety plans, tenant coordination & communication, change order management, commissioning review and document control.  Managed the scheduling and construction implementation of nine concession restaurants ($4MM-Grindhouse Burgers, Famiglia, Coffee Bean & Tea, Popeye’s, Freshens, Einstein Bagels etc.) on Concourse T &D located at Hartsfield International Airport. Oversaw preconstruction estimation, created conceptual and final cost estimates, scope review, subcontractor negotiations & buyout, contract administration, monthly projections, installation sequencing and project closeout. Managed the overall processes and execution of smaller auxiliary projects by junior staff members. Responsible for design review of 30%, 60% and 90% contract drawings. Ensure that project team exhibits a commitment to customer service and communicates effectively to stakeholders.

 Managed preconstruction activities and the execution of a 17 phase military ($34MM-1.6MM sq. ft.) distribution center for the Army Airforce Exchange (AAFES). Responsibilities included preconstruction activities, subcontractor scope review, contract negotiations, controlled costs via process improvements, project set up, interfaced with stakeholders, mobilization, logistics and execution. Managed the planning, preconstruction activities, cost control via competitive bids, logistics, mobilization and contract buyout of a sump pump station at Fort Tyndall Airforce Base ($1.8MM); also owned and managed by AAFES.  Oversaw the joint venture with Tetra Tech on the construction of an Armory Tank Maintenance School located at Fort Benning, GA ($83MM). Managed all facets of preconstruction activities, scope review, subcontractor negotiations & buyout, contract administration, monthly forecasting, monitored installation sequencing and project closeout.  Infrastructure projects included: McCoy Federal Bldg.; Institutional projects included: Univ. of Georgia Museum of Art, Kennesaw State University Health Science Bldg. Other responsibilities included reviewing scope of work and discrepancies in contractual language, managed the submittal process, site specific safety plans and LEED documentation.

 Project Manager for several aviation projects to include SSCP ($9MM Security Screening Check Point), Delta Break Room, Delta Ticket Counter and Concourse T-cosmetic upgrade ($7MM). Oversaw quality control for QTA #3 ($3MM), CONRAC facility project. Project consisted of three separate buildings to include a maintenance, pump station, carwash and storage building. Duties other than typical project management responsibilities included qualifying that building materials used and installed meet contract specifications. Interacted with several airport agencies’ to include DOA, AATC and Delta Corporate Real Estate.  Responsibility’s included responding to RFP’s, RFI’s, contract negotiations, buyout, scope of work, reviewing cost sheets, budget proposal, estimating, plan review, take offs, OAC meetings, and bid proposal.  Oversaw payment applications, change orders, review of submittals, scheduling, punch list, close out (warranties, operating manuals, statutory affidavits, and final lien waivers).
