About Eric D. Stoegbauer

I’m a rail transit safety professional, policy analyst, board member, and band leader – a lifelong student of people, creativity, science, and the perfect ribeye. My writing is ruthlessly efficient, organized, and engaging. With a stellar grasp of legal concepts, I love unwinding complex, thorny issues and have one of the heaviest guitar sounds around.Wisconsin is my home – I work in Kenosha and Milwaukee and live in Greendale with my wife, our children, and almost the right number of guitars – but I love visiting and collaborating with friends and colleagues and seeing how things get done in other locales.My specialties include: federal and state policy analysis; statutory/regulatory compliance; program development and implementation; complex problem-solving; legal and technical writing and editing; organization startup and administration; public speaking and presentation; and use of the em dash and semi-colon.I’ve been the state safety oversight (SSO) program manager for the Wisconsin Department of Transportation (WisDOT) since 2016, overseeing the safety programs of Wisconsin’s two rail transit agencies currently in operation: the Kenosha Streetcar, a turf track P.C.C. system in service since 2000; and the Milwaukee Streetcar (aka The Hop), a modern system that began service in 2018. During the process of SSO program certification by the Federal Transit Administration (FTA), I drafted and successfully lead the effort to promulgate Wisconsin’s first rail transit safety oversight rule, Wis. Admin. Code Trans. 10. I also co-founded the Transit Safety Oversight Association (TSOA), currently serving as its Vice President.I earned my Transportation Safety and Security Program (TSSP) certificate and meet FTA’s Public Transportation Safety Training Certification Program (PTSCTP) requirements for SSO program managers. I’m also trained as a lawyer. Thankfully, my Wisconsin license is currently inactive.
