The State of TN radio network primarily serves first responders users from all backgrounds (Department of Corrections, TN Highway Patrol, federal agencies, and various city and county-wide users) throughout the state with interoperability in mind. Because disasters know no boundaries, agencies can respond as many but communicate as one.
