Assists section manager in his/her administrative responsibilities as it relates to labor relations and the administration of service and consultant contracts. Provides guidance for the interpretation and application of DART policies and maintenance procedures. Provides leadership and is responsible for the implementation of tests, specifications, special projects, and other technical data, campaigns, and strategies.
