Provided technical assistance services to the IMF, primarily involving conducting VAT rate studies for countries adopting a VAT, and analysis of revenue performance under the VAT.Conducted technical assistance to the IDB in providing tax expenditure estimation assistance to countries.

Provided assistance in developing tax policy analysis capabilities to members of the Organization of Eastern Caribbean States (OECS), including training government staff in policy analysis techniques, and developing necessary computer simulation models.

Provided independent policy research and analysis for various client groups, including government agencies, industrial associations, and independent firms.

Established the Coordinated Strategic Research Division (“CSRD”) in the Ministry. This included the preparation of Business Plan materials, identification of possible research topics, preparation and implementation of work plans for research topics, and creation of a recruitment strategy. Directed a team of analysts in identifying and analysing long-term tax policy issues, reported on research findings, and identified and analyzed the implications of policy directions being pursued nationally or internationally.

Managed the ADM’s office which included oversight of the policy development process, through all stages from inception to legislation, as well as assisting in managing the annual budget production process.
