Policy advise and strategic planning for the Seattle International Foundation and it's Central American partners in four areas: promoting rule of law, ending forced migration and displacement, promoting greater equity for women and indigenous peoples, and strengthening civil society in Central America.I continue to consult with the Wilson Center's Latin American Program and Mexico Institute, and other organizations on issues related to rule of law, security, drug policy, and crime and violence prevention.

Specialize in research and publications related to security cooperation between the United States and Latin America; the Merida Initiatve; and efforts to combat organized crime in the Americas. Research agenda is focused on diversity and complexity of organized crime networks, and policy approaches to effectively respond to criminal violence. Other areas of research include firearms trafficking, hemispheric drug policy, and institutional strengthening in the Americas including judicial reform, police professionalization, civil military relations, and intelligence sharing.

Conduct policy analysis, advocacy, and public education efforts for several foreign policy think-tanks and human rights organizations including the Mexico Institute at the Woodrow Wilson International Center for Scholars; The Lexington Institute’s Cuba Program; the International Center for Transitional Justice; the US Office on Colombia; and the Latin America Working Group. Topics include U.S.-Mexico security cooperation and the “Merida Initiative;” organized crime in the Americas; U.S.-Cuba relations; victims’ rights and transitional justice; and human rights in Colombia.
