Provide leadership and oversight for the programmatic and fiscal implementation of employment and training programs for the eight counties that comprise the Eastern Oregon Workforce Area; Responsible for direct supervision and management of administrative and program staff; fiscal oversight of an annual budget of $2.2 million in federal and state funds for workforce system development; assure quality delivery of workforce services and supports throughout the eight eastern counties.

Monitor Workforce Innovation and Opportunity Act (WIOA) contracts and special grants for six-county area; Develop policy, procedure and record keeping systems necessary to assure program compliance with all applicable legislation and regulations including the Workforce Investment Act; direct the resolution of audit issues relative to program compliance; Analyze existing and proposed legislation, regulations and directives for impact on program operations; modify grants as applicable; forecast effects and develop recommendations for presentation to the Executive Director and TEC board; develop and modify operating policy and procedure to assure program compliance with regulatory changes; Prepare scopes of work for grant contracts; review expenditures periodically and make program alternation recommendations to assure proper expenditure of WIOA funds; Maintain a thorough working knowledge of federal, state, and agency program regulations, policies and procedures, including other programs that interface with WIOA in the delivery of workforce development services to customers.
