Hired to "operationalize" new subdivision rules, which came to mean developing checklists and other tools for permitting and compliance staff, along with some training sessions to help them navigate the review process. For those who aren't familiar, LUPC regulates subdivisions as a use, and the application of the new rules to legally non-conforming subdivisions proved tricky. I also spent some of my time collecting and analyzing data about short-term rentals, and researching the approaches used by other jurisdictions to regulate them.

Assisted in the development and implementation of land use policies and programs for more than 10 million acres of unorganized territories in Maine. Responsibilities included: Reviewing significant development projects, drafting rules and policy statements, presenting at Commission meetings, analyzing development and demographic trends, and GIS mapping.

Overall management of start-up acquisition-rehabilitation program. Reviewed and selected candidate properties, coordinated due diligence, reviewed and approved specifications, proformas, and marketing plans. Supervised and approved draw inspections and payments. Responsible for reporting to state and federal funding sources, and compliance with federal lead paint regulations.

Managed acquisition and development of wireless communications sites in eight states. Member of small team that successfully acquired and permitted sites in top 100 US broadcast markets for new technology startup. Recognized for excellence in representing national wireless carrier in site identification, lease negotiation, coordination of architectural and engineering design, preparation and presentation of zoning applications to local permitting authorities, and coordination of construction to meet completion deadlines.
