Program manager for the Picture Archival & Communications Systems (PACS) purchased by the Dept. of Veterans Affairs. Responsible for leading a team of 4 Contract Specialist in the acquisition of Veterans Integrated Service Networks (VISN) wide PACS as well as upgrades to existing systems. Activities include: review of customer purchase request documentation for currency, sufficiency and adequate funding; developing solicitations; posting requirements to industry electronically; reviewing vendor offers for responsiveness; discussions/negotiations with offerors; facilitate vendor product demonstrations; draft Purchase Negotiation Memorandum; award Delivery Orders; award modifications to Del. Orders; issue unsuccessful offeror letters; facilitate vendor debriefings; coordinate equipment inspections; issue Letters of Authorization for vendor payment (purchase or Cost-Per-Test); award close out; act as the Division Purchasing Agent tracking awards, establishing appropriate fiscal obligations, prepare sales reports, coordinate with the Chief of Fiscal Service to resolve discrepancies; prepare bi-monthly written reports for the Asst. Dir. of Med/Surg Div. and the National Contracts Service director and weekly oral reports to the Office of General Counsel regarding current procurement activity; and review and approve the work of the 4 Contract Specialist assigned.

Formerly Acting Chief, responsible and accountable for leading a team of 14 personnel in a nationwide centralized acquisition program generating sales of $500 million + annually to supply medical products, medically related services, and other types of highly technical service and supply contracts to all VA Medical centers, plus outpatient clinics and other Government agency activities that depend on the Department of Veterans Affairs for supply support.On the international level, responsible for the acquisition of medical systems and medically related products and services in support of interagency agreements to fill obligations of the U.S. Government in accordance with agreement reached on international trade and support.Posses FAC-C Level 3 Certificate and Senior Unlimited warrant to obligate the Government to contractual arrangements and expenditures of funds. Oversee/direct close-out efforts for a wide variety of complex energy-related procurement and financial assistance actions. Serve as technical expert to provide guidance and advice to offices serviced and 7 Contract Specialists. Develop and implement continual process improvement initiatives. Interface with various senior level staff to resolve complex, controversial matters. Monitor progress of closeout activities and prepare status reports of my activities and the activities of the team. Act as Program Manager within the High Tech Medical Equipment Division of National Contract Service. Perform the full range of contract functions from developing solicitations through acceptance of contracted items, delivery orders and all contract administration functions including cost/price adjustments, consideration or time extensions, change orders, stop work orders, cure notices, show cause letters and contract closeout. Market research of eligible vendors; Creating solicitations/contracts, amendments; Review and approve subcontracting plans, coordinate with the Small Business Administration and legal and technical reviewers; Negotiate favorable pricing, discounts, terms and conditions for the government; Contract award, modification and administration; Contract close-out, termination; Issuing delivery orders against established IDIQ contracts.
