GDIT, partnering with the Department of Health, serves as the fiscal agent for the New York State Medicaid System (eMedNY), delivering operations and information technology services management. Recruited to bring innovation and modernization to eMedNY, one of the largest insurance programs in the nation, providing healthcare coverage to over 5 million people paying over $74 billion annually. Lead all aspects of architecture, including setting overall technology vision and strategy, solutions development, performance and reliability engineering, systems operations, technology governance, vendor management, budgeting, software and product development, including all build versus buy analysis, investment rationalization and delivery schedule.Selected Achievements:• Drove significant architectural change while ensuring compliance with stringent Department of Health Service Level Agreements [continuous availability (100% uptime) and 2 second response time with penalties of up to $2,000 per minute for failure to meet objectives].• Transformed technical architecture by introducing a hybrid cloud strategy, providing significant agility while greatly improving scalability and disaster recovery capability.• Improved overall security posture by developing methodologies to perform risk assessment, business impact analysis and security assurance.• Mitigated program risk by establishing a mature risk management program that includes NIST and HIPAA regulatory requirements.• Transformed business by making data available through the implementation of an advanced analytics and visualization capability built on a new Operational Data Store.• Increased new business opportunities for GDIT by serving as the lead Solution Architect on multiple nationwide healthcare requests for proposal responses, including providing solution development, proposal writing and leading oral presentations to prospective customers.

Led the implementation effort for the NY-DEx Project, a statewide criminal data warehouse that shares incident and arrest information across local, state and federal jurisdictional boundaries and provides investigative tools to law enforcement officials for querying, reporting and data analysis. Coordinated the completion of project activities with DCJS business and development teams including server management, database administration, enterprise architecture, security management, the quality assurance group and the project management office.Selected Achievements• Drove successful, on-time, delivery o fNY-DEx, leading a team of developers and data analysts.• Developed successful relationships with external project stakeholders including the FBI, New York State Police, and local law enforcement.• Established software policies, procedures and standards, including applying iterative development methodology, coding standard sandreview procedures.

Architected and led the design and implementation of VendRep, a statewide system that captures and actively manages information from vendors seeking to do business with State agencies and assists the Office of the State Comptroller in its statutory role in reviewing and approving an average of 19,000 contract transactions valued at over $70 billion each fiscal year. Selected Achievements:• Delivered VendRep ahead of schedule, leading a team of developers, business analysts and project managers. •Established software policy, procedures and standards, including applying iterative development methodology, configuration management standards and procedures, release management standards and procedures, coding standards and code review procedures. These were later adopted as agency-wide guidelines and standards for all technology initiatives.• Developed and administered training curriculum to staff responsible for maintaining the system and understanding the technologies used to create it. Topics included: software architecture, design patterns, business processes and security controls.

Served in progressively responsible positions for Sonic USA, a company that developed, marketed and supported software products for the international banking market, including electronic funds transfer, e-commerce, clearing and administration, merchant management and card management. As a member of the senior management team, tasked with creating and leading a new Department responsible for directing all research and product development activities. Responsible for a diverse project portfolio and charged with bringing in new technologies to ensure continuing success with a clear direction for company growth.Selected Achievements:• Delivered several new products valued at over $50M, opening the company to new markets and increasing revenue.• Implemented product support for a Visa Cash Reload system implemented for Smart Commerce Japan, Shibuya Smart Card Society, Visa Processing Center Basingstoke and CitiBank Hong Kong.• Developed relationships with third party vendors and created software interfaces for product integration with Fujitsu, NCR, Oki, Diebold, Intellect, KeyCorp, Citibank, Visa International, Visa Japan, MasterCard and Europay.• Led technical marketing and sales presentations in the United States, Asia-Pacific and Europe to help identify, evaluate and create new business opportunities.
