Recruited to bring innovation and modernization to eMedNY, one of the largest insurance programs in the nation, providing healthcare coverage to over 5 million people paying over $74 billion annually. Lead all aspects of architecture, including setting overall technology vision and strategy, solutions development, performance and reliability engineering, systems operations, technology governance, vendor management, budgeting, software and product development, including all build versus buy analysis, investment rationalization and delivery schedule.Selected Achievements:• Drove significant architectural change while ensuring compliance with stringent Department of Health Service Level Agreements [continuous availability (100% uptime) and 2 second response time with penalties of up to $2,000 per minute for failure to meet objectives].• Transformed technical architecture by introducing a hybrid cloud strategy, providing significant agility while greatly improving scalability and disaster recovery capability.• Improved overall security posture by developing methodologies to perform risk assessment, business impact analysis and security assurance.• Mitigated program risk by establishing a mature risk management program that includes NIST and HIPAA regulatory requirements.• Transformed business by making data available through the implementation of an advanced analytics and visualization capability built on a new Operational Data Store.• Increased new business opportunities for GDIT by serving as the lead Solution Architect on multiple nationwide healthcare requests for proposal responses, including providing solution development, proposal writing and leading oral presentations to prospective customers.
