Charlotte Department of Transportation, Development Services Division, Land Development Section• Assists in managing CDOT’s role throughout the rezoning and development review process, including representing CDOT during Zoning Committee meetings and supporting City staff representatives for Council zoning meetings.• Provides peers and supporting staff with project management oversight and reviews significant economic development projects to ensure permitting schedules are met.• Assists with scoping and analyzing Traffic Impact Studies to identify improvement mitigations for proposed real estate developments.• Continues to perform the core Project Manager responsibilities listed below, in addition to completing over 600 development permit reviews.

Charlotte Department of Transportation, Development Services Division, Land Development Section• Independently reviews proposed real estate developments throughout the rezoning and permit processes for compliance with regulatory standards, City Council-adopted policies, and general best practices for the public transportation system. • Issues development permit approvals while considering site development planning, urban design, public safety, traffic mitigation improvements, street connections, and compatibility with capital investment programs.• Represents CDOT during development review meetings and coordinates with other City staff departments, state agencies, and real estate developers throughout the entitlement process for proposed projects.• Actively demonstrates independent problem solving, decision making, and prioritization skills to manage timely delivery of professional services to internal and external City customers.• Responds to public inquiries concerning land development projects within the City.

Department of Engineering and Property Management, Storm Water Services Division, Design Maintenance Section• Independently managed ten infrastructure improvement projects, with cost estimates valued up to $120,000, to address 311 service requests to address drainage issues on private property and within the public right-of-way.• Consulted with property owners during design development and easement negotiations, and collaborated with real estate agents, utility coordinators, field investigators, contractors, and surveyors throughout project delivery.• Issued design proposals to address property owner concerns, estimated construction costs, coordinated utility relocation, analyzed existing conditions, and produced construction plans and design reports.• Analyzed the feasibility of infrastructure improvements under existing constraints, in accordance with local development standards, specifications, and design manuals.

• Produced project exhibits for schematic design and design development, prepared construction documents for permit approvals, and issued field bulletins during the construction of multi-family, single-family, mixed-use, office, retail, parks & recreation developments, and master-planned communities.• Delivered a 120-acre master plan site development cost estimate with a 15% contingency.• Performed site due diligence studies to determine development feasibility and planning, zoning, and post-construction requirements.• Modeled design calculations as required for land development permit approvals.• Designed and permitted post-development storm water measures including wet ponds, dry detention, bioretention, rain gardens, and underground sand filters to meet jurisdictional requirements.• Assisted with the implementation of a company-wide quality assurance/quality control (QA/QC) program, created design training tutorials, and improved company production standards.Notable Project Design and Permitting Involvement• Kannapolis Downtown Streetscape Infrastructure Redevelopment (including the City of Kannapolis, Populous, and Stantec). This revitalization project is highlighted by a Populous designed minor league baseball stadium.• Legacy Union - Redevelopment of the Former Charlotte Observer Site (including HKS, Gilbane, Lincoln Harris, and LS3P). The project is anchored by a 33-story (845,000 square feet) office tower, with Bank of America as the primary tenant. This site is located adjacent to Bank of America Stadium.• Harding Place Multi-Family (including Armada Hoffler, BB+M, CitiSculpt, and VP Engineering). This development consists of 225 units within an eight floor high-rise building, with 350 structured parking spaces located in Midtown Charlotte.
