Oversees safety and security in US's busiest port complex with 145 regulated facilities, 1,300+ vessel fleet, over 9,500 Port State Control vessel arrivals & 500+ casualty responses/investigations annually. Leads US & foreign marine inspections program, Aids of Navigation missions with 1,100+ Aids, Suspension & Revocation hearings and US Law Enforcement activities. Collaborates closely with port partners & OGA's to ensure safety/ security of maritime transportation system with $180B shipped annually.

Managed the regulatory and inspection aspects of the Coast Guard’s safety, security, and environmental protection responsibilities for Domestic Inspections and Port State Control Examinations. Houston-Galveston port complex is the largest petrochemical port in the United States.

Directly supported congressional mandate to assess effectiveness of anti-terrorism measures, monitored implementation, enforced int'l port security regulations, & incorporated capacity building efforts on a global scale w/nations/ports that conduct maritime trade with the U.S. Represented Coast Guard & Area Commander in South American & African regions, U.S. Embassies, Southern Command, & the Organization of American States (OAS). Coordinated all engagement activities of USCG assessment teams, facilitated exchanges of best practices, & addressed port security measures/political concerns w/ the highest level of foreign national dignitaries.

Responsible for CG Marine Safety Ops in diverse area covering 2 states, 320 river miles, 10 Army Corp of Engineers lock & dams, inland river ports & over 100K sq miles of navigable lakes. Conducted pollution investigations & responses; investigated commercial vessel casualties, misconduct by merchant mariners & violations to law/ regs.

Conducted Marine Casualty investigations of U.S. & foreign vessels to determine cause(s) of casualties & recommend improvements. Investigated reports of misconduct, negligence, incompetence or violations of laws/regs by merchant marine personnel. As a Marine Inspector, examined commercial vessels (Tankships/ passenger vessels / freight ships) for compliance with applicable U.S. and International safety regulations.

Federal On Scene Coordinator Representative (FOSCR) for response to oil/ hazardous materials releases in 2nd largest U.S. oil port. Coordinated harbor patrols, aggressive pollution prevention program, enforcement of laws/regulations, training, responses to and removal of oil/Hazmat releases.
