The Program Chemist (PC) is responsible for the overall development and maintenance of the Bay West Chemical Data Quality Management Program and has the authority to act in all Chemical Data QC related matters for Bay West. This includes working with Senior Management, Group Managers, Program Managers, Project Managers, Project Staff and subcontractors to ensure chemical data quality system QA/QC compliance, chemical data QA/QC program development, and employee training. This position also supports Project Managers, Staff Professionals, and field staff to create Unified Federal Program (UFP)-QAPPs. Schedules and coordinates sampling for client projects. Screens criteria and validates data in reports and projects plans on federal and state assignments.

Responsibilities include providing senior project consulting and chemistry technical support on a broad range of environmental investigations, removal actions, feasibility studies, long-term monitoring, and remediation projects primarily in the DOD arena. The job activities include:• the participation in preparing and reviewing the project statement of works, UFP quality assurance project plans, laboratory selection and audits with reports to management, • data management and QC evaluation for specific projects, as well as data validation following project requirements, latest DOD Quality System Manual, USEPA methodology criteria, MARLAP, and/or USEPA NFG or Region II or Region III guidance, • preparing and implementing Office Safety Emergency Preparedness Plan, coordinating office personnel training, and performing and documenting health and safety compliance including safety audits and training coordination, • field sampling and chemical analysis support as well as on-site field audits with associated reports to management, and• serve as senior technical advisor on project analytical, QA/QC, and data mgt. programs and activities. Co-leader for Shaw Chemistry Technical Exchange to serve as contact and/or clearinghouse for technical inquiries from chemists group; field inquiries for identifying individuals with specific expertise to support projects; assist mgt. in identifying qualified individuals to fill project resource needs; and provide general direction to the group by identifying future business trends or emerging technologies that may impact the group. The participated DOD sites included the following key US Navy, US Air Force (USAF), US Army Corps of Engineers (USACE) and US Army Environmental Center (USAEC) contracted projects. Responsibilities included providing technical and QA oversight as well as client services support for the laboratory for both public and private sector clients after buyout of Orlando Laboratories, Inc.

Lab Director responsibilities (12/93 to 09/97) included managing the daily laboratory and field departments, the coordination of the waste management program, QA oversight, the direct interaction between marketing and laboratory operations and bid proposal evaluations.QA responsibilities (10/89 to 12/93) included the writing, updating and implementation of a Florida DEP approved Comprehensive QA plan and Quality Assurance Project Plans. This included the reviewing of daily reports and environmental regulations, updating control charts, supervising current USEPA CLP contracts and state inter-laboratory accreditation/proficiency programs.Safety duties (10/89 to 09/97) included the implementation of the safety program, which covered the updating and overseeing of the Chemical Safety Hygiene plan (right-to-know training, employee safety training, audits, MSDS, etc.) and conducting monthly safety committee meetings.
