Lead a team of six enforcement specialists who conduct multi­sector compliance oversight and formal enforcement work. Establish work priorities, monitor progress and work flows, review work product, and provide guidance to the team. Serve as the technical lead, interacting frequently in a team environment within the organization and with external stakeholders. Develop and issue clean water enforcement actions that are technically and legally accurate, and continue to manage those enforcement actions, and their contractual requirements, until case closure. Facilitate demanding settlement negotiations involving a variation of internal and external stakeholders (including permittees, consultants, engineers, and lawyers) resulting in successful civil penalties and agreed upon compliance orders related to the applicable enforcement actions. Develop and implement water quality enforcement policies. Perform compliance assistance for a wide variety of domestic, industrial, and construction facilities/sites. Assist during on-site inspections to assess compliance with all the associated regulations. Monitor and investigate instances of noncompliance, and initiate and/or recommend appropriate corrective actions, based on the complex regulatory framework. Serve as the DMR QA Coordinator for the state of Colorado; the point person for Whole Effluent Toxicity; and the Enforcement Unit’s Web Coordinator.

Perform data validation and peer reviews of environmental remediation projects under Los Alamos National Laboratory (LANL) contracts as well as other government agencies and private companies. Responsible for performing on-site audits of client laboratories, presenting the findings to the directors of the laboratories and supplying a detailed report of the audit. Develop and implement new SOPs for use in multiple projects. Help coordinate and manage projects for a variety of clients including the Department of Defense, the Department of Energy and the Environmental Protections Agency. Coordinate with clients to ensure every project arrives on time, within budget, and all other client needs are met. Successfully completed the NELAC Assessor Course. Awarded for Outstanding Client Service during the LANL Environmental Restoration Project.

Implemented on-site research programs that provided clients with an in-depth understanding of their coal bed methane reservoir. Responsible for sampling and also generating, interpreting, and managing the statistical data gathered, producing concise reports, and presenting the findings to the clients. Conducted experiments on the use of indigenous anaerobic bacteria known as “Geobioreactors.” Performed internal and external audits, quality control functions and inspections, and trained personnel.

Managed a multitude of projects, including clean room validation, sterility testing, bioburden testing, and bacteriostasis and fungistasis testing. Other responsibilities included the Installation Qualification, Operational Qualification, Performance Qualification duties, training and management of personnel, and the development and implementation of the quality control functions to ensure compliance with the FDA, American Association of Tissue Banks, International Organization for Standardization, and Clinical Laboratory Improvement Amendments (CLIA) regulations. Developed, implemented, and oversaw the entire Environmental Monitoring Program for an extensive clean room environment, including viable and non-viable air monitoring, water, personnel, and surface cultures. Developed and implemented the Quality Assurance Laboratory section of the iRenaissance database; and was instrumental in internal and external Quality Assurance inspections and investigations, including those by CLIA and the FDA. Awarded for Outstanding Contribution to AlloSource’s Cleanroom Project.
