Lead Soldiers’ Medical Evaluation Board (Meb) Counsel
CurrentServes as Lead Soldiers’ Medical Evaluation Board (MEB) Counsel (SMEBC) working under the general and technical supervision of a Regional Supervisory Counsel (RSC). Provide overall supervisory assignments and assure completed work is accurate with respect to legal citation, treatment of facts and other procedural and substantive aspects. Coordinate legal advice, legal briefings, and counsel to Soldiers in the MEB process, to include certain pre-MEB issues, and during the Soldiers’ receipt of their informal PEB results if requested.Manage independent case load; thoroughly review each case file and Soldier's medical records to evaluate potential and likely outcomes. Assist in the identification of potential witnesses, interview relevant witnesses, and prepare legal memoranda in connection with medical evaluations and medical board proceedings. Apply working knowledge of Veterans Affairs (VA) benefits, medical terminology, treatment of diseases and injuries, and disability evaluation procedures.Serve as liaison for the Regional OSC and Staff Judge Advocate or Center/Command Judge Advocate, within assigned area of responsibility. Provide legal briefings IAW AR 600-8-101 and installation policies regarding in- and out-processing in the Soldier and Family Assistance Center (SFAC) and in other locations as directed.Supervises two paralegal specialists (GS-9 or equivalent); manages staff of four attorneys. Assigns work based on priorities, difficulty of assignments, and assignee capabilities; provides technical oversight; develops performance plans; evaluates work performance; and assigns ratings of record.
