Serves as Lead Soldiers’ Medical Evaluation Board (MEB) Counsel (SMEBC) working under the general and technical supervision of a Regional Supervisory Counsel (RSC). Provide overall supervisory assignments and assure completed work is accurate with respect to legal citation, treatment of facts and other procedural and substantive aspects. Coordinate legal advice, legal briefings, and counsel to Soldiers in the MEB process, to include certain pre-MEB issues, and during the Soldiers’ receipt of their informal PEB results if requested.Manage independent case load; thoroughly review each case file and Soldier's medical records to evaluate potential and likely outcomes. Assist in the identification of potential witnesses, interview relevant witnesses, and prepare legal memoranda in connection with medical evaluations and medical board proceedings. Apply working knowledge of Veterans Affairs (VA) benefits, medical terminology, treatment of diseases and injuries, and disability evaluation procedures.Serve as liaison for the Regional OSC and Staff Judge Advocate or Center/Command Judge Advocate, within assigned area of responsibility. Provide legal briefings IAW AR 600-8-101 and installation policies regarding in- and out-processing in the Soldier and Family Assistance Center (SFAC) and in other locations as directed.Supervises two paralegal specialists (GS-9 or equivalent); manages staff of four attorneys. Assigns work based on priorities, difficulty of assignments, and assignee capabilities; provides technical oversight; develops performance plans; evaluates work performance; and assigns ratings of record.

Prepare for and try complex cases involving significant precedents, novel and complicated determinations of law and fact, or having significant legal, policy or financial implications arising from special education claims. Independently managed over 800 cases and represented the DOE at over 200 contested administrative hearings. Determine the advisability of presenting witnesses as well as the admissibility of types of evidence and matters of legal strategy. Gather evidence and assist in researching issues. Confer with special education specialists, technical experts, and other attorneys, including counsel for litigants. Appear at pre-hearing conferences; responsible for reviewing administrative decisions. Negotiate and implement settlement for special education claims. Review and negotiate claims for attorneys’ fees. Review, revise, and approve requests for pendency. Review, revise, and approve agreements prepared by other attorneys.Provide training for the field staff and the Committee on Special Education (CSE) clinical staff on compliance with federal and state education laws and regulations. Instruct appropriate offices regarding their obligations to parents and students pursuant to impartial hearing orders. Prepare preliminary reports, statistical data, and recommendations pertaining to cases.

Marine Corps Base Hawaii - Kaneohe Bay

Manage all aspects of civil legal services for more than 15,000 Marines and eligible personnel assigned to Hawaii duty stations. Manage and supervise a staff of three attorneys and three support staff. Primary practice areas include family law, estate planning, and immigration with additional services for landlord-tenant, military benefits, SCRA, and consumer protection issues. Office has assisted more than 4,000 service members, spouses, and eligible federal employees. Drafted, reviewed, or executed over 200 estate planning packages totaling more than 1,500 documents. Advised clients on over 300 divorce, separation, and custody actions. Reviewed and advised over 100 applications for naturalization or other immigration actions on behalf of service members and their families. Established liaison program with USCIS Branch Office to assist Marines with immigration cases.

Marine Corps Base Hawaii

Legal counsel to victims of military sexual trauma and intimate partner violence. Represent military and civilian clients reporting rape, sexual assault, abusive sexual contact, and domestic violence allegedly committed by service members. Advise and counsel clients regarding rights and privileges under the U.S. Code and Uniform Code of Military Justice. Zealously represent client interests from initial report through verdict in felony and misdemeanor military trials, including written and oral advocacy at all phases of pre-trial litigation, trial, and sentencing. Execute comprehensive military sexual trauma response in coordination with therapists, medical professionals, faith-based resources, and other civilian and military legal programs. Supervise one civilian paralegal in an office geographically isolated from regional headquarters in Japan.

Independently managed detailed caseload of over thirty felony, misdemeanor, and administrative misconduct cases from investigation through verdict or alternative disposition. Individually responsible for all phases of pretrial and trial litigation including defense investigations, expert consultant and witness testimony, motion drafting and argument, jury selection, witness direct and cross-examination, argument, and sentencing. Represented service members accused of adult and child sexual assault, child pornography, assault consummated by battery, bribery, larceny, drug distribution rings, adultery, and other serious misconduct. Achieved dismissals or non-criminal resolutions in 57% of detailed criminal cases. Retained 40% of clients processed for misconduct discharges before administrative separation hearing boards. Provided additional legal counseling to over 120 Marines and Sailors otherwise facing adverse criminal or administrative investigations or punitive actions.

Advised senior leadership on a variety of general and theater-specific legal issues including ethics, internal investigations, inter-service and inter-government support agreements, the Status of Forces Agreement (SOFA) with Japan, U.S. personnel immigration, Japanese criminal jurisdiction and procedure, private employment in Japan, installation security, civilian misconduct aboard military installations, and military orders and directives.Served as a Pacific Region Command Ethics Counselor and managed the Pacific Region Command Ethics Program for nine geographically dispersed installations. Oversaw the Regional Marine Corps Freedom of Information Act Program and Federal Civil Claims Section. Conducted legal review of 46 proposed directives, instructions, bulletins, standard operating procedures, and memorandums of agreement for legal sufficiency and compliance. Validated 1,297 requests for recognition as a U.S. Government or Contractor employees per the US-Japan SOFA.
