Implement the infrastructure management and regulatory compliance of the Terminal Railroad Association of St. Louis. Responsible for operational and infrastructure safety. TRRA interchanges rail traffic for 6 Class 1 Railroads in St. Louis and operates two major railroad Mississippi River bridges, the Merchants Bridge and the MacArthur Bridge. Oversee the Track, Signal, and Bridge/Building departments. Apply for and manage federal and state grants, strategic planning, and capital budgeting. Oversee major capital improvements, including the rehabilitation of the Merchants Bridge over the Mississippi River and implementation of Positive Train Control. * Performed asset management for over $350M worth of projects between 2013 and 2023 including the replacement of the Merchants Bridge (1890) over the Mississippi River in 3 separate truss float out/in processes that were completed ahead of schedule and under budget. Successfully replaced the MacArthur Bridge Broadway Truss (1915) in a 30 hour double track outage.* Established an asset management plan for all major assets with life cycle projections to allow long term cash flow projections, allowing for cash accumulation or financing for large expenditures. * Implemented alternatives analysis early in projects to select most efficient resolution for transportation problems. By performing value engineering, was able to capture $25M project savings for the Merchants Bridge west approach rehabilitation that was made available for other transportation investment.* Established a collaborative budget process that provided better visibility and reliability for completion of projects. Introduced capital budgeting techniques for new assets. * Increased efficiency of TRRA's workforce through better planning techniques while improving system reliability, leading to lower derailment rates, out of service tracks, or other asset failures.* Zero injury years in 2015, 2017, 2019, 2021.

Oversee construction of a $700M light rail extension through a dense urban corridor.Perform capital asset life cycle management for heavy civil infrastructure for rail transit system -- bridges, tunnels, retaining walls, culverts, parking structures, stations, and slopes. Prioritize capital spending, establish project budgets, procure and manage design contracts, procure and manage construction contracts. Oversee and perform State of Good Repair initiatives regarding rail fixed guideway. Perform bridge, tunnel, and retaining wall inspections in accordance with AASHTO and APTA guidelines.
