I am an International City/County Manager Association (ICMA) member striving towards Credential Manager status. I am also a member of VA Local Government Association (VLGMA) and serve on the Executive Committee. As Conference as Co-Chair I helped plan the 2022 VLGMA Summer Conference and will do so for the upcoming 2025 VLGMA Summer Conference. As part of continued professional development effort, I have attended various training programs: Virginia Institute of Government: (LEAD) program, 2024; Virginia Association of Zoning Officials: (CZO), 2022; and Mass. Municipal Personnel Association: (SLDP), 2018.There have been several areas of progress made in Tappahannock since Town Manager Pollitt took over in the Fall of 2020. Approximately $2 million has been invested, acquiring properties for future recreational development: Central Park, Hoskins Creek Park, and expansion of the existing Rappahannock River Park. He is currently leading the development of two parks (one being waterfront), totaling over $5 million for both projects. Central Park will feature an ADA accessible playground with rubberized surface material and a splash pad. Also, at the park are three pickleball courts and one tennis court. The park is set to open in the Fall of 2024. The 2nd phase of construction will feature multiple seating pavilion areas and restrooms.In collaboration with VHB Inc. and the Middle Peninsula Planning District Commission, the Town has secured over $2 million in grant monies for implementation of its waterfront park on Hoskins Creek for transient boating. Construction for revitalizing Hoskins Creek’s shoreline is expected to start in Fall of 2024.Almost all the Town’s ARPA funds are prioritized for addressing water and sewer infrastructure challenges, recently completing a $900,000 water meter upgrade project allowing for remote readings. The remaining almost $1.5 million of ARPA funds were used to address critical sewer infrastructure in Tappahannock’s historic downtown district. Work completed in Summer of 2024.The Town’s first ever organizational pay study was completed in Fall of 2022. This included updated job descriptions, pay implementation plan, pay ranges for positions, and identified positions of need in the organization. The Town’s personnel policies manual was updated in 2024 as well. Lastly, the Town adopted a Downtown Master Plan in 2022 and updated its Comprehensive Plan in 2024, both of which were completed by Summit Design.
