    My roles include Detention, SYTF, and Treatment Facilities, Fiscal and Payroll Services, Homeless and Housing Services, Investigations, Pretrial Diversion, Research & Analysis, Field Services, and the Training Division. I opened the High Desert Juvenile Detention & Assessment Center and the ARISE Secure Youth Treatment Facility in 2021 as the Superintendent, passing both BSCC inspection and achieving 100% compliance on its PREA Audit while coordinating with the Office of Youth and Community Restoration to implement realignment of youth resulting from SB 823, while navigating multiple Union issues representing various sworn and non-sworn classifications. I led the development of countywide Pretrial Assessment and Diversion Services in collaboration with the Superior Court, Sheriff’s Department, District Attorney, and the Public Defender following passage of SB 10. I have worked with the Homeless and unhoused populations to improve service delivery and diversion efforts, using my knowledge of legislative resources related to this challenge, such as Project Room Key. My work includes developing Strategic Plans, as well as Co-Chairing the Strategic Planning Committee on Racial and Ethnic Disparities (RED). I directed the departments Annual Budget, including multiple grants and specialized revenue sources, and initiated and monitored multi-million-dollar Capital Improvement Plans, including the department’s Training Facility. I have developed Requests for Proposals and Memorandums of Understanding, and been Keynote Speaker for multiple graduation ceremonies, Volunteer Appreciation and Mentorship Program ceremonies, the presenter at conferences, and represented the department at the Peace Officers Memorial Ceremony in Sacramento. My strong organizational skills have been honed by oversight of hundreds of staff, multiple 24-hour facilities, and hundred million dollar budgets. I am accustomed to implementing change in complex environments and delivering successful outcomes.

    I conducted legislative analysis for the department by identifying relevant Case Law, Senate and Assembly Bills, etc. and evaluating potential outcomes, then disperse information department-wide to ensure preparation for anticipated impacts. I orchestrated the department-wide Standards and Training for Corrections Annual Training Plan, and taught classes which have included career planning, work performance evaluations, and promotional interviewing, amongst others. I have participated in the writing and revision of the MOU of the Integrated New Family Opportunities (INFO) program in conjunction with the Department of Behavioral Health, a National Association of Counties (NACo) award-winning program, as well as the Mentally Disordered Diversion (MDD) program as an alternative to custody time following the passage of Assembly Bill 1810. My project management experience has included responding to the state-wide closure of Juvenile Traffic Courts, and leading a team to institute the Title IV-E Corrective Action Plan and retrain staff following changes in reimbursement calculation. I also personally responded to the San Bernardino County Inland Regional Center Terrorist Attack in 2015, and then to the Rudy Hernandez Center to assist in treating the survivors and ensuring they were reunited with their families.
