Served as lead official for implementation of 100% affordable housing production and preservation programs. Manage a staff of 120 responsible for city investments in housing security and community stabilization, new construction, housing acquisitions and leasing of privately developed affordable housing to income eligible residents. Advanced investment totaling more than $600 million in financing for affordable housing development. Focused on alignment of larger city affordable housing production and operations with all the city housing service and housing delivery agencies. Partnered with Urban Land Institute to establish a nationally recognized program to increase participation of developers of color in housing development. Restructured city grantmaking procurement to reduce barriers to BIPOC led organizations and set targets withing the entire portfolio for increased service access to low-income Black residents. Total annual grantmaking of $100 million in local and federal funds. Department lead in the launch of new citywide programs to increase homeownership opportunities for Black residents. Hired 6 new staff and implemented organization reforms to advance city’s racial equity priorities. New strategies lead to a 700% increase in the number of Black residents receiving city down payment assistance to purchase homes. Developed strategy and launched the COVID Emergency Rental Rent Relief program. Managed program transition to state administration and launched enhanced local rent relief program. Over $200 million in rental assistance was provided to tenants.

Serve as advisor on issues related to local land use, local government affairs, community development and resilience as related to recovery from the 2018 Camp Fire.Served as a primary point of contact to the Governor’s Office of Planning and Research (OPR) to coordinate activities associated with community planning and capacity building recovery support function. Work to identify resources to align local long term recovery plans with State of California planning priorities.Served as liaison to the local long term community recovery group to identify unmet needs of survivors and support inclusion of vulnerable populations in recovery program and strategy development.Provided support to the economic recovery lead state agency on recovery program alignment and synthesizing input from local and community leadership..

Collaborated with the Department of Housing and Community Development Director and the Deputy Mayor for Planning and Economic Development in the updating of the District’s inclusionary zoning policy, and alignment of small area plans with CDBG areas and opportunity zones.Restructured office to create new policy and analysis division. Division aligned GIS, State Data Center and systems planning to analyze and develop citywide strategies on issues of housing, transportation, food access and sustainability. Managed effort to update the District Comprehensive Plan. Worked with Mayor and Council introduce legislation to amend Framework Element to update District demographics, land use review process, and include topics on resilience. Oversaw systems and small area plan development, demographic and spatial analysis, large project review, and historic preservation. Managed a staff of 83 with a department budget of $10 million. Established first joint regional planning and housing directors working group to develop policy recommendations around increasing regional housing production. Voting member of the Regional Transportation Planning Board. Worked with staff to reform Equitable Emphasis Areas criteria and incorporate into 2040 Regional Transportation Plan.Expanded historic preservation heritage program to focus on underrepresented populations. The office received federal grants to expand African American Civil Rights Trail and launch LGBT history documentation and designations.Managed development of the first District Cultural Plan. Plan emphasized leveraging public infrastructure and private capital to support long term investments in the cultural ecosystem and artist development.

Responsible for oversight and strategic direction of the following city divisions: planning, economic development, transportation, engineering, building services, housing and neighborhood development, and arts council. Managed $16 million department budget with almost 200 staff. Restructured the city's plan development and approval process, oversaw the completion of nine city master plans, including the city general plan. Launched a new comprehensive citywide civic engagement program. Led staff on high profile city initiatives including homelessness, and Google Fiber candidacy. Oversaw the restructuring of economic development division, including revamping of the city loan fund, and new strategy on small business support and development.

Worked closely with other funders and public officials to align investments to support equitable community development strategies in low wealth communities throughout Louisiana. Revamped neighborhood organizing and planning grant portfolio to foster greater resident ownership and entrepreneurship in addressing community needs. Developed statewide networks that support advocacy around issues of affordable housing, minority business development and increased economic opportunity for low wealth communities. Manage $1 million grant portfolio and provided strategic direction on foundation program related investments totaling $1.5 million. Lead all of the Foundation’s programmatic initiatives, including grantmaking, campaign development, advocacy support and policy analysis.

Worked on a number of interagency initiatives on the coordination of mitigation, recovery, and development activities at the state and local level. Facilitated the implementation of more than $50 million in planning, housing and infrastructure projects in Northern Louisiana in the hurricanes Gustav and Ike disaster recovery program. Managed $10 million community resiliency planning grant program. Oversaw the strategic, organizational and programmatic development of a proposed Office of State Planning.

Member of foundation leadership team that created new investment and grantmaking guidelines. Co-leader of working group that developed policy brief and grantmaking guidelines in area of regional planning, and support for community engagement in the creation of comprehensive plans. Managed neighborhood grants portfolio.

Oversaw development of programs and policy to promote regional connections between Miami-Dade, Broward and Palm Beach counties. Managed transit corridor development working group, exploring transit oriented development opportunities. Collaborated with consultants, municipalities, foundations and community organizations to develop a regional strategy on social equity, and implement best practices related to equitable development and smart growth.

Worked with local stakeholders to develop and refine a community vision. Developed and coordinated economic development programming for comprehensive redevelopment plan.
