Contributes to monthly cross-organizational metrics review for the Fincantieri Marinette Marine (FMM) portfolio by coordinating efforts between PMS 501, PMS 515, and PMS 525, to ensure effective communication and strategic coordination among the program offices to support informed decision-making and to drive yard-wide schedule development and performance improvements. Implements a cross-program strategy to drive the shipbuilder to improve quality and realism within the shipbuilder’s Integrated Master Schedule (IMS) deliverables by increasing the accuracy and reliability of Industry Estimate at Complete (EAC) forecasts, and evaluating the effectiveness and viability of Industry’s trade-level resource allocation strategy across multiple shipbuilding programs. Collaborates with diverse Subject Matter Experts (SMEs) from the Navy and Industry technical community to evaluate impacts to ship production schedules and to formulate ad-hoc briefings in the aftermath of a latent defect on Freedom variant combining gear, and discovery of unsatisfactory fire insulation installation on multiple ships in production across two different Navy shipbuilding programs. Engaged with SMEs routinely to conduct in-depth assessment of the technical challenges allowing for a comprehensive understanding of the implications on the yard-wide production schedule during the wind down of Freedom variant LCS production, and the ramp up of the Multi-Mission Surface Combatant (MMSC) and Constellation Class Frigate (FFG) production Regularly develops, maintains, and presents quality production metrics products to provide accurate information regarding programmatic impacts and delays as well as to provide recommendation for decision at the Program, PEO and ASN-RDA levels. Presents findings, to the Project Manager (PM) and Program Executive Office (PEO) stakeholders, in comprehensive briefs used to influence decision making at the highest levels of acquisition leadership.

Led Cross-functional Team responsible for conducting a comprehensive review of over 3000 Maintenance Requirement Cards (MRC’s) in the Navy Preventive Maintenance System, to determine card applicability for Freedom variant LCS ships during the period of New Construction. The team included the Government Furnished Equipment (GFE) manager and technical subject matter experts (SMEs) specializing in hull mechanical and electrical (HM&E), combat systems, and damage control systems. Utilized the team's collective expertise to assess each maintenance card for applicability in the New Construction window between equipment arrival in-yard through equipment Initial Light Off (ILO), Trials, and vessel delivery. Upon completion of the Navy Review, the team met with Industry counterparts over several months to adjudicate MRC card inclusion into an overhaul of the LCS 27AF Preservation and Preventive Maintenance Plan Contract Data Requirements List (CDRL) L015.Support the Contracting Officer Representative (COR) in planning, programming, and budgeting activities; including development of comprehensive Requests for Proposal (RFP) for Post-Delivery Availability (PDA) scope that align with TYCOM funding control requirements prior to ships sailing to homeport. Demonstrated expertise in advanced planning and RFP writing for TYCOM funded PDA scope items. Developed and tasked work package tasking lists for development and execution to the shipbuilder via the COR. Planned and forecasted budgets for future availabilities. Collected and evaluated monthly PMS completion data reports from industry to strategically plan future maintenance availabilities. Developed Independent Government Estimates (IGE) for TYCOM funded PDA scope and provided comparison analysis to Industry proposal to support the COR and expedite contract award negotiations.

Contributed to the Program Manager's Estimate at Complete (PMEAC) stakeholder brief by providing analysis of shipbuilder performance metrics. Assessed key metrics such as Cost Performance Index (CPI) and Schedule Performance Index (SPI), schedule variance, burn rate to Estimate at Complete (EAC), Latest Revised Estimate Exposure (including trial cards, Class II Change, and rework), Cost of 1% drivers, milestones, Earned Schedule, and Schedule Variance. Provided insights and support to the PMEAC stakeholder brief by analyzing performance metrics. Performed Schedule Risk Assessment (SRA) for launch and delivery milestones across all hulls. Conducted a Monte Carlo simulation of the active plan schedule, where durations are subjected to stress testing with inputs for Best Case, Worst Case, and Most Likely scenarios. Provided a comprehensive view of schedule risks and potential impact to enable informed decision-making and proactive management of schedule uncertainties. Developed customized data models on an ad hoc basis to assess potential risks to the program and address program manager inquiries regarding the impact of risks on finance and production performance. Contributed EVM analysis to various critical reviews and conferences, including: Internal Baseline Reviews (IBR), Production Readiness Reviews (PRR), and Shipbuilder Production Performance Conferences (SPPC). Assessed shipbuilder performance and provided valuable insights to assist Program Managers in effectively monitoring and controlling change throughout the project's lifecycle. Evaluated key performance indicators, identified trends, and addressed areas of concern. Verified shipbuilder performance against established baselines, assessed readiness for production activities, and facilitated informed decision-making to ensure project success.
