Direct report to the Director Naval Nuclear Propulsion, four-star admiral, executing program to integrate efforts of national laboratories, nuclear industrial base partners, US Navy, and shipbuilders to deliver eleven VIRGINIA Class submarines. This includes providing naval nuclear propulsion reactor plant equipment for VIRGINIA Class submarine construction, teaming with industry to manage the build of over twenty-five submarines, and directing nuclear reactor and propulsion plant sea trials for five delivered submarines. Directed Government-led construction performance recovery efforts for Blocks III and IV VIRGINIA Class submarines. Led fact-based consensus building of senior Government acquisition and shipbuilder leaders and shipbuilder negotiation teams for contracts for VIRGINIA Blocks IV and V – contracts valued at over $40B. Managed $2.3B program for design, construction, and delivery of S6G Moored Training Ships (MTSs) for recapitalization of naval nuclear reactor plant operator training. Led $100M+ program to share US naval nuclear reactor and propulsion plant technology in support of the UK strategic nuclear deterrent submarine design and construction.

This was the first ever Naval Reactors Representative resident in the UK. Direct report to the Director Naval Nuclear Propulsion, four-star admiral, executing leadership of US and UK Government, nuclear design laboratories’, and shipbuilders’ efforts to design and construct the UK next generation strategic nuclear deterrent submarine. Mission was to provide advice and consult to the UK Government and oversee the provision of US personnel there in support of the design efforts. Required liaison activities on behalf of the Director with senior UK Government officials. My work lead to the UK selection of a revolutionary UK reactor design for the new submarine that is now under construction.

An Assistant to the Deputy Director Naval Reactors to manage foreign affairs aspects of the Naval Nuclear Propulsion Program ranging from port entry of U.S. Navy nuclear-powered warships in more than 50 countries and over 150 ports around the world, to serving as the liaison with foreign government’s representatives on matters concerning U.S. naval nuclear propulsion (especially the United Kingdom, Japan, and Italy), to coordinating inter- and intra- agency issues concerning naval nuclear propulsion. Managed Naval Reactors public affairs policy and executed responses to all public queries regarding naval nuclear propulsion from the press and including Freedom of Information Act (FOIA) requests.

Served as the Assistant Naval Reactors Representative (NRR) in Groton, CT (1996-1998) and Deputy Program Manager for New Construction Submarines (1998-2001). Also (1986-1996) managed: over 20 naval nuclear reactor refuelings, design construction and certification of irradiated nuclear reactor fuel shipping containers, manufacturing design development for novel new concept steam generator, and technical and regulatory oversight for radiological controls and radiation health programs at nuclear capable shipyards.
