My almost 35-year career has focused primarily on the design, monitoring, and evaluation of stormwater best management practices (BMPs) for municipal, state and federal, private and commercial, and industrial projects. I have led and contributed to major project and watershed master plans, and other projects that have focused on the overall assessment and management planning to protect aquatic resources. I have provided technical direction and assistance to public and private sector clients in stormwater master planning; National Pollutant Discharge Elimination System (NPDES) municipal, industrial, and construction permitting; Total Maximum Daily Loads (TMDLs); surface water pollution assessment and control; and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery ACT (RCRA) surface water compliance orders.Throughout my career, I have worked to advance the state of stormwater practice by serving as a Principal or Co-Principal Investigator in applied national and local research studies for the U.S. EPA, U.S. Federal Highway Administration (FHWA), Water Research Foundation (WRF), National Cooperative Highway Research Program (NCHRP), and regional/local research efforts. In 2003, I was proud to receive the Civil Engineering State-of-the-Art Award from American Society of Civil Engineers for my contributions as a Principal Investigator for the International BMP Database. In addition to my work on guidance documents for urban stormwater management, I have authored or co-authored more than 60 publications on stormwater master planning, low impact development approaches, and the effectiveness of BMP technologies. And, I like to fish (a lot).
