· Formulation and optimization of the Company’s treasury policy, maintain the rationality, applicability, effectiveness and execution of the policy, promote the implementation of treasury policy and achieve institutionalization, streamlining and standardization..· Review cash planning and forecasting with a view to using the most optimal source of funds to meet the business needs while maintaining adequate cash reserve at all times.· Supervision over monitoring of daily cash inflows and outflows to ensure prompt receipts from customers and timely payments to suppliers and perform monthly cash flow analysis.· Monitor facility line utilization, allocate LC issuing banks to fulfill trade demand, negotiate with bank to expand the credit line and ease the credit conditions to support the smooth operation of the business.· Build and maintain bank relationship, in charge of bank annual review and facility letter negotiation.· In charge of the management and operation of the two cash pools, centralized management of funds of the subsidiaries, monitor the fund operation of the company and its subsidiaries.· In charge of the bank accounts management of the Singapore company and subsidiaries, unified management of bank account opening, change, and cancellation to ensure the safety of funds.· Regularly review Company policies/procedures and recommend/implement relevant changes to ensure good internal controls.· Work with Internal and External Auditors to ensure smooth auditing process and expeditious closure.· Knowledgeable in Letter of Credit (“LC”) transactions including but not limited to understanding of LC terms, issuance, documents presentation and negotiation.· Oversee and provide guidance to subsidiaries on working capital requirements as well as business expansion and financial matters.· Other assignments as and when required by the Company.

Central Singapore

- Set up trade finance department - Responsible for performing trading finance operation duty, major product is non-ferrous metals etc - Develop new bank relationship- Review & manage overall cash flow in-out for trading transaction- Manages operational bank accounts, bank mandates and e-banking access- To formulate import LC applications accordingly;- To Liaise with commercial banks on issuance accordingly.- To formulate relevant LC documents and to ensure full compliance of LC documents with the terms and conditions of LCs.- To handle and manage all necessary documents for LC application and bank negotiation independently.

- Provide strong support to Trade Departments in meeting their requirements for trade financing with competitive cost as well as supporting the establishment of new business flows and any changes in trade financing requests from external customers- Maintain and develop relationship with the banks at Singapore, familiar with the banks' financial service and trade financing products. - Establish good partnership with Banks and regularly engage them in effective dialogue on the company's overall requirements relating to LC discounting, confirmation, guarantees, facility lines and any other trade-related support- Manage, Train & Guide the Treasury and Docs & Collection teams- Review & manage overall cash flow in-out for trading transaction- Manage trade facilities for LC issuing + T/R and invoice financing- Establish standard operating procedures and policies for Treasury and Trade Finance- Ensure that all trade applications are in compliance with both the organization's internal trade controls and external compliance standards and best practices.- LC requirements, securing credit risk insurance cover, LC confirmation and discounting and to support the Traders and Ops team with optimal financial cost pricing to support the company's bids into tenders and or negotiations with prospective counter-parties- Responsible for day to day treasury cash management activities including cash report, FX settlements, payments & liquidity funding for the Group- Monitor and conduct of FX hedging, interest swap, transactions and reporting- Manage and hedge risk exposures such as interest rates and FX risk- Implement sound internal trade controls to meet both internal and external compliance standards and automate work processes as far as possible- Handle the funding budget.- Involvement with Group Treasury in the integration and automation of Treasury/Trade Finance activities- Hold conversations & work with traders, bankers and internal stakeholders

- Maintain and build new banking relationship. - Responsible for performing trading finance in a commodity trading company,major product are Coal, Iron Ore etc - Organizing,supervising and directing activities of bill processing, import and export financing- To monitor banks credit limits utilization, allocate import L/C issuing bank, apply TR loan from banks for import documents and fixing FX currency if import documents under FX. - Manage the company’s trade finance activities e.g. allocation of banks for LC opening / negotiation / confirmation, fixing FX rate, bill discounting, and collection. - Review internal control procedures and propose revisions to existing procedures to increase efficiency.- Worked closely with operation and trading department,- Monitor/Negotiate various bank charges- Manage relationships with banks and involve in the negotiation of pricing for cost of funds, transactions and other banking services- Maintain banking relationships with the current list of bankers, make sure bank facility is fitted for company trading requirements.- Involved corporate bond issuing S$120M in September 2016, assist and support finance controller to prepare related financial documents, monitor bank issuing bond schedule.- To formulate import LC applications accordingly;- To Liaise with commercial banks on issuance accordingly.- To formulate relevant LC documents and to ensure full compliance of LC documents with the terms and conditions of LCs.- To handle and manage all necessary documents for LC application and bank negotiation independently.
