Deputy Program Manager for support contract with 120+ multi-disciplinary staff supporting the Department of Homeland Security Customs and Border Protection office responsible for the acquisition/deployment of critical national security technologies. Responsible for the day to day management, direction, quality assurance and administration of a large multi-task program requiring the complex integration of financial, contract and engineering management activities. Implements disciplined program management processes fully aligned to customer-established directives/policies. Manages PMOSS staffing to include hiring ManTech personnel and coordinating subcontract actions. Interfaces directly with government program managers and contracting officer representatives to ensure overarching program execution achieves customer goals and objectives. Integrates multi-disciplinary team technical support activities across multiple projects/tasks and proactively plans resource requirements/allocation. Supervises 60+ employees and oversees 30+ subcontractors providing 60+ additional team members.

Functioned as the Deputy Program Manager. Supervised four senior personnel in key positions. Led technical integration efforts across the Systems Engineering Support Program for the Department of Homeland Security’s Domestic Nuclear Detection Office. Orchestrated overall coordination of systems engineering, nuclear physics-based and operational scenario modeling & simulation, test & evaluation, and analysis activities performed by a team of 120+ personnel comprised of employees from ManTech and four subcontractors. Oversaw technical planning and execution of the performance work specification. Ensured quality of top level peer-reviewed systems engineering and formal acquisition products prior to delivery. Ensured team had the proper facilities and collaboration, modeling & simulation, and program control tools for successful and cost efficient completion of tasks assigned.

• Coordinated activities to create or refine the Program Management Plan, Threat Analysis, Mission Needs Analysis, Capability Development Plan, Operational and System Architecture Views, Stakeholder Working Group Charter, Technology Assessment and Market Research Strategies, Program Scope, Program Acquisition Strategy, Program Schedule, Site Surveys, Concept of Operations, and Operational Requirements Document for the Department of Homeland Security, Domestic Nuclear Detection Office International Rail Program.• Developed a defect management database and defect adjudication process for the Department of Homeland Security, Domestic Nuclear Detection Office Advanced Spectroscopic Portal Program Office. Supported systems qualification activities for three competing vendor systems. Supported vendor system integration testing with Customs and Border Protection infrastructure. Led contractor quality assessments, functional configuration audits, and physical configuration audits.• Supported the Department of Homeland Security, Science & Technology Directorate, Explosives Division via Counter-Man Portable Air Defense System, explosive screening technology, improvised explosive device, and Congressional legislation analyses.

Led independent technical and program assessment teams to assess risks on classified multi-billion dollar national intelligence space systems for the Director of the National Reconnaissance Office. Achieved authority to proceed to the next acquisition phase to develop critical Signals Intelligence and Communications satellite systems.

Led 20+ member multi-agency design team for Thor’s Hammer II, the National Intelligence Space Seminar Series. Led 100+ participants through strategic gaming events. Developed 172 critical information needs for Hostile, Co-operative, and Global War on Terrorism worldviews. Determined and assessed 100+ capability gaps. Synthesized solution strategies to solve gaps. Many near-term recommendations adopted by Director, National Intelligence for action.

Led eight-member team to manage 13,800-member civilian and military Air Force Scientist and Engineer career fields. Developed guidance and personnel policies governing mentoring, career progression, mobility requirements. Managed recruiting and retention bonus allocation/implementation program.

Managed $180M portfolio for manufacturing technology, aging aircraft, software, and Government-Owned Contractor-Operated industrial facilities. Led operations for 120-person Structures Division. Managed $29M in aircraft sustainment, uninhabited air vehicle, and space vehicle R&D and $380M in facilities. Tailored R&D portfolio to emphasize combined environment research, affordable composite structures, prediction and extension of aircraft life, and multi-disciplinary design. Acquired $17.5M and built world class extreme environment thermal/acoustic/ structural test facility.

• Directed activities of 23 project officers managing 70 critical cost reduction projects valued over $250M. Created new government/contractor information sharing process to support lean enterprise initiatives. Increased labor efficiencies 60% and nearly doubled production rate without increase in manpower.• Led 80-member joint government / contractor Integrated Product Team to improve quality on C-17 cargo aircraft. Oversaw $43M production line activities including final assembly, paint technology transition, paint operations flight ramp operations, and delivery to customer. Fostered quality culture that enabled contractor to win the 1998 Malcolm Baldridge National Quality Award. Managed $5.9M C-17 Lean Aerospace Initiative program. Slashed rework and repair hours by 56% and delivered 6 aircraft to Air Mobility Command early.

Managed the Engineering Mechanics research and teaching laboratory. Deconflicted lab schedules for 19 engineering mechanics and civil engineering courses for 1,500 students. Developed requirements and programmed Department’s 5-year equipment buy-plan. Taught Statics, Strengths of Materials, Introduction to Materials Science, Mechanical Metallurgy, Physical Metallurgy, Failure Analysis, and Systems Engineering Design.

Conducted alloy development, rapid solidification processing, and metal powder consolidation research on beryllium, titanium intermetallic, and titanium metal matrix composite alloys for aerospace structure and cryogenic cooling applications. Investigated near net shape manufacturing processes for nuclear weapons component fabrication. Authored 7 journal articles.

Managed $3M Strategic Defense Initiative program to develop rapidly solidified beryllium powder manufacturing process to produce space-based optics. Delivered optics for nuclear test exposure. Managed $2M National Aerospace Plane project to develop beryllium-titanium intermetallic alloy foil for cryogenic cooling system heat exchanger and hydrogen fuel lines. Focal point for basic and applied research investment in lightweight metallic materials. Managed 20 Small Business Innovative Research programs on magnesium, aluminum, titanium, and beryllium alloys and silicon carbide reinforced metal matrix composites. Conducted alloy development, rapid solidification manufacturing, and metal powder consolidation research on magnesium alloys for aerospace structural applications. Authored 12 technical journal articles and received one patent on Magnesium Alloy Rapid Solidification.
