• Spearheaded legal establishment of ARC, a project of WFP and the African Union. Worked with ARC team and external stakeholders to structure ARC to accomplish its organizational objectives.
• Co-founded ARC as an international, treaty-based organization with an independent financial affiliate to provide contingent financing to African gov’ts.
• Built consensus around with diverse stakeholders on proposed structures, and provided legal advice on a range of establishment options.
• Key member of ARC treaty drafting team. Participated in state party treaty negotiations and socialized proposed structures to stakeholders.
• Supervised 13 pro bono law firms advising on jurisdictions and negotiations to set up financial affiliate.
