Managed aviation logistic principles, concepts, policies and regulations of maintenance contractors to include 7 USAF active duty personnel performing scheduled and unscheduled maintenance on Operational Support Aircraft (C-20H, C-21A, C-37A, and C-40B) valued at $320 million. Coordinated flying schedule priorities, populated maintenance databases, and performed briefings for United States Air Forces Europe Leaders. Utilized aerospace acquisition knowledge to advise outside contracting agencies in technical matters in order to establish skilled corrective actions while providing expertise in technical concepts and production practices to evaluate contractor proposals and activities. Extensive knowledge of the Contracting Officers Representative (CORs), Statements of Work (SOW), Performance Work Statement (PWS), and the Federal Acquisition Regulation (FAR) enabled the successful execution of three separate maintenance contracts valued over $375 million annually.

Worked directly with Foreign Military Sales (FMS), engineering, management, and material management while assigned to the System Program Office supporting aircraft sustainment on 3100 aircraft. Supported DoD supply chain management and other operational areas that impact the supply chain function such as assessments, supply chain strategy, distribution/logistics (inbound, outbound, and return), inventory management, procurement and sourcing, etc. Utilized DoD supply systems such as Security Assistance Management Information System (SAMIS), Federal Logistics Data (FedLog), Information Handling System Services (ILS) Haystack, etc. Completed Quality Deficiency Reports (QDRs), utilized experience in researching, acquiring, and managing engineering and technical data, also the Integrated Life Cycle Managements (ILCM), providing effective aerospace support while economically adapting to existing needs.

Oversaw propulsion assets valued at $1.5 billion, responsible for on/off equipment maintenance for two F-16 aircraft maintenance units possessing 63 aircraft. Managed 30 maintenance personnel performing major maintenance/component troubleshooting and repair on 107 F110 GE/F100 engines. Managed engine test requirements on un-installed propulsion systems which included the procurement, repair, installation of engine test dynometer, accelerometers, and fuel and oil flow/pressure meters. Managed and documented engine test/inspection reports. Promoted education in, compliance with and practice of AFOSH, OSHA and all required safety directives to ensure good safety and health habits were utilized in the work area. Determined schedules, sequences, and assignments for employees based on engine priority, equipment availability, and proficiency.

Coordinated all aircraft systems maintenance of 31 F-16 aircraft and supervised the repair effort of 45 personnel compromised of 4 aircraft maintenance specialties. Cross-utilized all aerospace maintenance systems maintainers to develop tactical action plans for effective use of manning in order to eliminate zero short falls in critical career fields. Fulfilled duties as engine borescope Subject Matter Expert (SME)/certifier; trained personnel on proper use and care of borescope equipment to include proficient engine borescoping techniques. Lead engine technician for 24 installed aircraft engines, led/managed all aircraft flight line engine maintenance actions which included Time Compliance Technical Orders (TCTOs), scheduled inspections, and repairs.

Managed 388th Fighter Wing Foreign Object Damage (FOD) program to provide protection to 87 F-16s valued at over $2 billion. Advised wing leadership, staff agencies, and maintenance groups on all matters pertaining to the prevention of FOD; led FOD mitigation efforts as a single-man shop. Analyzed and interpreted data, performed trend analysis measures, and applied mitigation practices which include educating Fighter Wing personnel on FOD prevention practices; produced lowest FOD rate at Hill AFB in five years. Performed Quality Assurance inspections, to include key task inspections, facilities inspections, and maintenance quality inspections ensuring compliance with Air Force quality directives.

Supervised and performed special inspections and maintenance on the F-100/100/220/229 Pratt and Whitney Jet engines, also the F110-GE-110/100B/129 General Electric jet engines. Used technical orders, fluid flow diagrams, and schematics to accurately maintain jet engine serviceability and reliability. Performed operational testing, extensive troubleshooting on both installed and uninstalled engines, to include maintaining engine test facilities. Affluent in all routine maintenance, repair, and troubleshooting of the F15 C/D/E and the F16 power plant systems.
