I help ICF achieve its growth ambitions by mobilizing support for winning game-changing new work and by developing and maturing growth tools and resources. I currently lead a team that provides market research, competitive intelligence, and price to win services. Our experts leverage multiple data sources and artificial intelligence (AI) to provide insights to increase win probability (Pwin) on strategic opportunities and inform ICF’s broader growth strategies. For most of 2023, I acted as the head of Corporate Growth (CG), ICF's centralized growth engine, responsible for the overseeing and guiding eight functional leads and a team of 90 business development professionals. Prior to that, I led the Enterprise Capture team, spearheading the development of an ICF-wide capture framework, creating capture tools and resources, and leading the pursuit of our most complex deals. I always work in close collaboration with other ICF business units, our clients, and key industry partners to deliver results.

As a senior member of the corporate strategic priorities team, I supported ICF’s strategic growth priorities by bringing together our diverse set of talents and capabilities to new clients and new geographies. I also helped develop and promote use of tools and approaches to pipeline management, competitive positioning, and winning new work. Finally, I developed creative training and collaboration tools to meet the information and capacity demands of a growing and complex global enterprise.I also supported the growth and integration of ICF Next (www.icfnext.com), a global consulting agency of over 1,700 experts combining our marketing, strategy, communications, technology and customer loyalty services for private- and public-sector clients.

As the USAID account executive, I oversaw rigorous analysis of global development trends and meet frequently with clients and partners to figure out how to best provide integrated solutions to complex development issues. This included liaising with customers, developing and refining service offerings, and contributing to overall corporate strategic planning processes.I served on the Executive Advisory Board and chaired the Procurement Reform Task force of the Council of International Development Companies, the premier platform for dialogue between the federal government and U.S. development companies. I was also the ICF representative for the Society for International Development/Washington (SID/W), Devex, and the United States Global Leadership Coalition (USGLC).As a member of ICF’s federal accounts team, I led efforts to increase ICF’s international development business, including supporting USAID and other U.S. federal agencies, such as the Millennium Challenge Corporation (MCC) and the U.S. Trade and Development Agency (TDA). From 2012-2017, ICF’s revenues from USAID increased over 75% (from $40 million to more than $70 million). I also helped win a new prime contract vehicles at the MCC (for environmental, social, and resettlement services), and our first-ever prime contract with the TDA (for energy advisory services).I assisted in moving ICF’s in-house proposal training to an on-line platform to facilitate remote participation and retention for dispersed audiences. I also organized internal “USAID Summits” to promote cross-fertilization of ideas among ICF teams.

As USAID account executive, I led overall efforts to increase ICF's business with USAID.In close coordination with the corporate marketing team, I undertook analysis of ICF's competitive positioning in the international development marketplace and oversaw implementation of a comprehensive marketing and communications strategy, including overhauling ICF's international development web presence, increasing ICF's presence and impact using social media, and representing ICF at fora such as Devex, SID/W and the PSC/CIDC.Specific new business I spearheaded or supported during this time include new partnerships supporting APEC and ASEAN on regional energy cooperation in Asia; the recompete of the Demographic and Health Survey (DHS) program (a $187 million project with the USAID Bureau for Global Health); an extension of our support of the USAID Title II development programs' baseline assessments; and ICF’s winning bid to support EuropeAid in developing regional emissions trading programs in China.

I introduced a disciplined approach for ICF to systematically identify, position, and win new business with USAID and other international development agencies. I performed analysis of USAID’s priorities and the global marketplace to determine ICF’s competitive advantage. I trained and mentored BD and technical staff to market our services in the international development context. In addition, I served as capture and proposal manager for large, strategic proposal efforts.

I ensured that ICF proposals present our best argument for winning work for federal, state, local, and commercial clients. To accomplish this, I planned and facilitated team capture, strategy, bid/no bid, solutioning, and win theme meetings. I performed market and competitive analysis. I also performed compliance analysis for complex procurements, set and enforce proposal schedules, organize reviews, and oversee production and delivery of proposal volumes. I designed new proposal management tools, including recruiting tools for international assignments and guidelines for preparing for oral presentations. As a result of my efforts, I have helped ICF secure tens of millions of dollars in new funding from new federal and commercial clients, including new contracts with USAID, HHS, EPA, DOE and investor-owned utilities.

I was responsible for managing the Foundation’s development efforts, including maintaining donor relations, exploring new funding prospects, developing new programs, and overseeing proposal preparation. Under my leadership, the foundation and its network more than doubled its previous non-US government fundraising, to $14 million/year. I developed new fundraising tools, including internet campaigns, a new field-of-interest fund, and donor services contracts. I was also the secretary of the Eurasia Foundation Network, a coalition of foundations supporting economic and civic prosperity in the former Soviet Union.

I acted as the architect and shepherd of the Foundation’s long-term plan to set up a sustainable local organization in Ukraine. I represented the Eurasia Foundation and partner organizations to international donors, the host country governments, and all foreign and domestic implementing partners. I also identified, vetted, and recruited members of the Board of Directors.

I oversaw all aspects of a $2.5 million/year program to foster civil society, private enterprise development, and administrative reforms. I managed a regional staff of 20, including two suboffices (Chisinau, Moldova and Minsk, Belarus). Most significantly, I identified new donors for the Foundation’s activities in the region, including European, corporate, and local governments, raising over $3 million in two years.

With funding from USAID, I advised Kazakhstani government officials and community stakeholders on energy efficiency in multi-family buildings, regional economic development, public-private partnerships, and housing reform.

I ensured proper oversight and management of CRS Armenia/Caucasus projects in humanitarian assistance and civil society development. I coached Armenian staff program manager in management skills, US government regulations, and report/proposal writing. I also conducted two assessment visits on behalf of CRS to Azerbaijan. As a result of that work, CRS opened an outreach office and later received USAID funding for a civil society support program.

I managed all the administrative, financial, and logistical operations of a $3.5 million/year assistance program, supervising a support staff of 14. I overhauled the CRS program support and finance departments as program experienced 300% growth over a two-year period. I also completed all financial reporting documentation to donors (including USAID, the UN, and the Department of State).

I supervised all budget, financial, and program aspects for a nationwide high school exchange competition funded by the Department of State Bureau of Educational and Cultural Affairs.

I managed all programmatic and financial aspects of a $650,000 civic education teacher exchange program funded by the Department of State Bureau of Educational and Cultural Affairs.

I conducted multi-step process for selecting Ukrainian high-school students to participate in a year-long exchange program to the US. The process included carrying out rigorous testing and interviews for thousands of students, with business travel throughout central Ukraine.
