Lead the due diligence function in new acquisitions regarding the fee structure, the timing of entitlement approvals and the preparation of schedules from start to finish of project. Managed a team of consulting professionals, which included a Civil Engineer, Geotechnical Engineer, Architect, Landscape Architect, Utility Consultant, and Title Company.  Interfaced with governmental agencies and executive management on day-to-day project activities to ensure the entitlement process proceeds smoothly. Monitored consultant progress on plan check turnaround and preparation of plans for submittal. Managed Lexington in Escondido California, a single-family residential community with 43 units on 10,000 SF lots, which included entitlement work (final map, public improvement plans, grading plans, all necessary building permits). Oversaw River Village in Santee California, a single-family residential community with 82 units on 6,000 SF lots, which included entitlement work (final map, public improvement plans, grading plans, all necessary building permits). Presided over Prospect Fields in Santee California, a detached condominium community with 75 units on 4,000 SF lots, which included entitlement work (final map, public improvement plans, grading plans, all necessary building permits).

Delivered project management consulting services for due diligence, site acquisition, and entitlement purposes to clients in the utilities industry. Accountable for project budgets, feasibility assessments and regular project status reports. Negotiated agreements with public/regulatory agencies. Successfully developed several solar energy projects for a local utility.  Project managed the Creelman Lane Solar Project in Ramona California on behalf of the San Diego Gas & Electric Company, a 5.0 MW utility scale photovoltaic solar energy project. Presided over and directly managed the Pala Solar Project in Pala, California for the San Diego Gas & Electric Company, 2.2 MW utility scale photovoltaic solar energy project. Managed all entitlements, budgets, schedules, and environmental review including Federal, State and County for SDG&E for both projects. Received County Major Use Permit and all necessary environmental permits on time.

Managed commercial-scale wind and solar power project developments in United States. Oversight included site selection and evaluation, environmental studies, permitting, interconnection studies and agreements, power purchase contract negotiations, wind resource analysis, project design. Negotiated agreements with private landowners.  Managed land acquisition due diligence, environmental review and all entitlements, including Federal, State and Local for the Anderson Wind Project, which included 15.0 MW three Vestas V85 1.65 MW and five Vestas V110 2.0 MW wind turbines. Led land acquisition due diligence, environmental review and all entitlements, including Federal, State and Local for the Brahms Wind Project, which included 19.8 MW Twelve Vestas V85 1.65 MW wind turbines.  Oversaw land acquisition due diligence, environmental review and all entitlements, including CUP, Variances, and Airport Land Use Commission (ALUC) and California Environmental Quality Act (CEQA) for the Wagner Wind Project in Palm Springs, California. Project managed the Mozart Wind Project (30 MW twelve Nordex N10 2.5 MW wind turbines). Managed land acquisition due diligence, environmental review and all entitlements including Federal, State and Local.

Ownership across multiple, high-value commercial scale-wind power project developments through the full life cycle, with focus on wind power projects primarily in California and the Western United States. Coordinated an interdisciplinary team involved in site selection and evaluation, environmental studies, permitting, interconnection studies and agreements, and project design. Developed over 450 megawatts of operating wind projects in Texas region. Successfully negotiated agreements with Bureau of Land Management, California Fish & Wildlife Department, and other regulatory agencies.  Led project due diligence, environmental review and entitlement for the Sherbino I Wind Project in Fort Stockton Texas for 150 MW fifty Vestas V90 3 MW wind turbines.  Managed due diligence, environmental review and entitlement for the Elbow Creek Wind Project in Big Spring Texas for 126.5 MW fifty-five Siemens 2.3 MW wind turbines.  Oversaw the Langford Wind Project in San Angelo Texas, which included project due diligence, environmental review and entitlement for 150 MW one-hundred General Electric 1.5xle 1.5 MW wind turbines. Developed a 3,000+ MW wind energy project pipeline in California, which was successfully sold to Enel North America; delivered Greenfield site location, land acquisition and entitlement.

Served as the Lead Project Representative responsible for acquisition assistance and completion of all necessary entitlements for new single-family home communities.in San Diego and Riverside Counties. Collateral duties included preparation and achieving project budgets and schedules, contacting and managing all consultants and trades.  Led the Arrowood Master Plan in Oceanside California, which included three single-family residential communities (~240 units); managed entitlements including public improvement plans, grading plans, final maps, site development plans, building permits. Managed entitlement work, including public improvement plans, final maps, site development plans, and building permits for San Elijo Hills Master Plan in San Marcos, California, which included two single family residential communities (~200 units).

Managed all phases of development process from acquisition through build-out with an emphasis on forward planning and entitlements. Prepared and processed Master Plans, Specific Plans, and General Plan Amendments. Oversaw the tentative and final tract map process, including the land use and environmental processes.  Coordinated entitlement processing through local, state, and federal agencies including California Coastal Commission, California Department of Fish & Wildlife, U.S. Fish & Wildlife Service, and the Army Corps of Engineers. Led the development team, including the allocation of resources, creation and management of schedules, and coordination of consultants for approximately 3,200 residential units throughout San Diego County. Land planner for the Calavera Hills Master Plan Amendment (The Corky McMillin Companies) in Carlsbad California, which included four single family and three multifamily residential communities (~725 units). Managed entitlement work for Kelly Ranch (Hillman Properties) in Carlsbad California, which included four single family and one multifamily residential communities (~400 units). Delivered entitlement work for Courtyard by Marriott and Marriott Residence Inn (Huntington Hospitality Group) in Carlsbad California, which included two commercial hotel properties.

Prepared, reviewed, and analyzed Property Physical Needs and Deferred Maintenance Assessment Reports, Phase I Environmental Reports, and Earthquake Hazard Assessment/Probable Maximum Loss Reports for major institutional lenders. Coordinated data collection, organization and analysis.
