As a member of the Economic Development Group, I oversaw monitoring and evaluation efforts for major donor-funded international infrastructure investments, advised on institutional reform strategies in developing countries, conducted transportation planning and demand forecasting for development banks, and carry out econometric analysis. I worked in the field 50% of the time with significant experience in working successfully in Sudan and Afghanistan, and also oversee efforts around the world from the Washington DC office. Selected projects include:USAID – Afghanistan Infrastructure and Rehabilitation Project: Engineered institutional reform agenda to protect $1.2 bn USG investment in Afghan road network. Provided technical direction for socio-economic surveys to assess impact of $100+ million infrastructure projects pioneering random geographic sampling techniques. African Development Bank – Northern Corridor Master Transport Plan: Directed eight-country analysis of future transport demand in Sub-saharan Africa and built project GIS to inform design of $3 bn infrastructure program. World Bank – Sudan National Transport Plan: Completed economic and demographic forecasts in Sudan through 2031. USAID – Sudan Infrastructure Services Project: Monitoring and Evaluation specialist assessing impact of water, sanitation and energy projects.

Consulted on various projects related to economic development, climate change mitigation, adaptation, and civil conflict. Selected projects include: The World Bank: Collaborated with interdisciplinary team to design $800 bn innovation incentive to accelerate diffusion of clean energy technologies with maximum CO2 mitigation potential in developing countries.San Diego Chamber of Commerce: Directed team of consultants in assessing economic return on $400 million international infrastructure investment to add US-Mexico land border crossing capacity. Fundación para la Economía Popular (FUNDECO): Developed concept for co-insurance cooperative for risk sharingamong microfinance institutions exposed to portfolio wide default risk due to climate driven macro-agricultural shocks Genocide Intervention Network: Benchmarked PetroChina’s relationship with China National Petroleum Corporation to assess marginal impact of Berkshire Hathaway’s 2 billion share investment in PetroChina on genocide in Darfur, Sudan.

Consulted and advised with major foundations and international funders on their international grants providing accountability, risk mitigation and capacity building support. Selected projects include:The Global Fund to Fight AIDS, Tuberculosis and Malaria: Assessed financial and programmatic budgets and results for $10-80 million performance-based country health grants and issued recommendations for future funding. Bill and Melinda Gates Foundation: Drafted dynamic fund management tool for FNIH’s $200 million Grand Challenges in Global Health program to accelerate grant deployment schedule and account for variance in grantee absorption rates. Ford Foundation: Conducted grant expenditure evaluations for compliance with IRS section 4945 expenditureresponsibility requirements and pre-grant evaluations.
