As the Director of Security, supervised the functions of Port Security and Emergency Management with a staff of 60 personnel and an operational budget of $5.5M. These duties included providing physical security to port owned and operated terminals while meeting all United States Coast Guard requirements. Coordinated the port's Port Security Grant Program (PSGP) planning and implementing $30M in port security grant projects that ranged from physical security and technology improvements to hazard assessments. These included the introduction and replacement of all analog security cameras with IP/digital cameras, a new access control system and video management system. The establishment of a fiber optic cable ring to the majority of port terminals was a major accomplishment that sets the stage for future port modernization. In addition to the internal port security projects, he supervised the administration of an additional $26M in PSGP funding as the Fiduciary Agent for Coast Guard Sector Puget Sound.

In 2005 King County was given a national award by the National Association of Counties (NACo) for establishing a “Regional Approach to Homeland Security.” Additionally, the 9/11 Commission recognized the King County Regional Disaster Response Plan as a “Best Practice” for integrating the private business sector into community-wide disaster planning.While leading the King County program the projects he facilitated included: regional homeland security, regional coordination and administration of numerous homeland security grants with a value of $34M. King County Washington is known as a national leader in pandemic flu preparedness.
