My duties encompass promoting disaster resilience throughout the five state and five province area of the Pacific Northwest Economic Region (PNWER). Recent projects undertaken by the CRDR include maritime disaster recovery planning; recovery planning for the City of Seattle; Supply Chain Resilience Planning for the Seattle Regional Catastrophic Planning Team (RCPT).

Tacoma, Washington

As the Director of Security, supervised the functions of Port Security and Emergency Management with a staff of 60 personnel and an operational budget of $5.5M. These duties included providing physical security to port owned and operated terminals while meeting all United States Coast Guard requirements. Coordinated the port's Port Security Grant Program (PSGP) planning and implementing $30M in port security grant projects that ranged from physical security and technology improvements to hazard assessments. These included the introduction and replacement of all analog security cameras with IP/digital cameras, a new access control system and video management system. The establishment of a fiber optic cable ring to the majority of port terminals was a major accomplishment that sets the stage for future port modernization. In addition to the internal port security projects, he supervised the administration of an additional $26M in PSGP funding as the Fiduciary Agent for Coast Guard Sector Puget Sound.

Eric Holdeman joined ICF International in 2007 and was a Principal, and served in the Emergency Management and Homeland Security Practice. His areas of expertise included building regional coalitions between agencies, governments, the private sector and non-profits. Regional planning, Emergency Operations Center (EOC) design and construction, multi-media public education programs, Joint Information Center (JIC) formation and operations, media relations, and integration of technology into emergency management and homeland security programs are just a few of the areas in which he has had extensive experience. Pandemic flu planning and exercises is another area in which he has had experience.

Prior to joining ICF he was a local emergency management director for King County Washington which is the metropolitan Seattle area. In this position he established the King County Office of Emergency Management as a national leader in many areas emergency management and homeland security. In 2005 King County was given a national award by the National Association of Counties (NACo) for establishing a “Regional Approach to Homeland Security.” Additionally, the 9/11 Commission recognized the King County Regional Disaster Response Plan as a “Best Practice” for integrating the private business sector into community-wide disaster planning.While leading the King County program the projects he facilitated included: regional homeland security, regional coordination and administration of numerous homeland security grants with a value of $34M. King County Washington is known as a national leader in pandemic flu preparedness.

Immediately prior to assuming his position in King County he worked for the Washington State Division of Emergency Management for five years. While with Washington State Eric served in a number of increasingly responsible supervisory positions in the areas of operations, training, public education, disaster exercises, and plans.

Served as the State Training Officer and established the training, exercise and public education programs. Later supervised the EOC during disasters and also oversaw the planning function for Washington State.
