In this role, I worked with town departments, businesses, and residents to create jobs; advance housing opportunities for all; redefine and integrate development activities with long-term financial planning; streamline and modernize delivery of services; address connectivity, infrastructure, land-use needs; and preserve the town’s history and natural features.• Replaced outdated planning programs with sustainable, long-term community and economic development strategies.• Helped Town achieve a "AAA" bond-rating from S&P Global Ratings.• Developed a comprehensive, 20-year master plan through extensive public input and consensus building to create a contemporary, comprehensive vision and strategy that will define and direct the future growth of North Andover.• Negotiated a site donation plan for the construction of an $8M, 13,550 sf Senior Community Center.• Oversaw public efforts to successfully repurpose over 600,000 sf of mill space - bringing over 1,500 jobs, multi-family housing, and rapid expansion at Merrimack College, during which time its enrollment numbers jumped 60%.• Obtained a $2.7M MassWorks infrastructure funding - North Andover's largest-ever state grant.• Initiated a marketing strategy with surrounding communities to promote the town and region as a premier place for business expansion and relocation.• Administered 7 departments with over 25 employees and $1.7M in annual budgets.• Initiated an on-line permitting program involving 20+ permit-types and 4,000+ permits annually.

Forming Gateway Strategies, I returned to consulting for C-Suite and other project leaders serving as their point of contact and principal advisor on interesting and complex projects. Work involved setting priorities and being adept at ordering and integrating things and, collectively, moving them forward as an effective and manageable plan. Of course, this meant getting help - putting the right talent and resources together; defining roles and managing team performance to get things done. It also extensively involved my negotiation, communication, leadership, and funding skills. • Led teams of legal, financing, engineering, technical advisors through planning and horizontal construction stages of a $1.5B mixed-use development project involving, 2,850+ residential units; 2M sf commercial space; and 1,000 acres of open/recreation space.• Produced a 30-year, $288M public financing/bonding program to achieve land acquisition/disposition; transportation and utility infrastructure; and environmental restoration and preservation.• Leveraged $47M+ in capital improvement projects to drive $100M+ expansion and modernization of 1.5 million square feet of commercial, residential and hospital campus space.• Redefined a $10M+ project made unachievable and unsafe by unexpected field conditions by adapting work procedures and gaining regulatory direction and approval.• Prevented loss of business/tenancy for 320,000 sf commercial facility.• Exceeded a $20M financing goal and removed procurement barriers, for completion of open space/recreational and parking facility development projects.• Obtained the first liability relief covenant agreement issued to a potentially responsible party by the Massachusetts Office of the Attorney General.
