Establishes and manages DHA's Strategic Partnerships throughout their lifecycle to achieve DoD-wide impact on readiness and health. Advises leadership on potential partner organizations with the capability and capacity to resolve major Agency issues. Examines and evaluates existing partnerships for lessons learned, efficacy, and realignment.

Led team and effort to redesign the Military Health System (MHS) and Defense Health Agency’s (DHA) Risk Management and Internal Control (RMIC) Program to help unify the MHS Components and strengthen DHA’s oversight effort. Team developed strategic priorities to enhance the RMIC Program in accordance with DoD guidance, audit strategies, and Agency priorities to improve the accountability and the efficiencies of the Agency’s business processes.Led team at Walter Reed National Military Medical Center (WRNMMC) to analyze list of auditor identified material weaknesses to develop prioritized next steps and a remediation plan based on quick wins and material areas.Managed a team and worked across the DHA to build relationships between the internal and external audit teams and Agency business process owners to guide the DHA and the Financial Operations Division through their first year of a full financial audit performed by an independent auditing firm.

Reviewed draft financial, manpower, and organizational policy documentation and guidance prior to final submission and signature by Agency leadership.Drafted end-to-end business process documentation for financial and administrative business processes to include documenting relevant roles and responsibilities, key controls, and IT systems involved.

Managed negotiations and concerns between DHA and other DoD or federal agencies in respect to roles and responsibilities, funding, and outputs of various support agreements.Provided operational and technical advice to DHA management on broad spectrum of official agreements, to include: Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs), DD Form 1144s, Assisted Acquisition agreements, Data Sharing Agreements, Cooperative Agreements, Grants, International Agreements, etc.Assisted with the transition of new DoD entities into the Defense Health Agency.

Conducted political and financial research on the background of prospective clients, government policies, and related companies.Developed briefings and memoranda to provide background information important to our clients and other stakeholders.

Researched logistical support systems for the Department of Defense to assist in a research project to on improving logistics in the Department of Defense in the 21st century.Produced sections for a research paper on performance based logistics and just in time delivery to improve logistical efficiency and decrease costs for the federal government. Studied best practice business solutions created and implemented by both the private sector and the US government.

Created the Executive Agency Training Program which trains professionals on working in the executive branch of the federal government.
