As the Deputy Executive Director, I manage daily operations of Business and Construction Services Division of the Design, Engineering, and Construction Management Department providing strategic guidance in Permitting, Real Property Acquisition, Property Management, and Construction Management. Related to this, I lead team of four direct reports and 85 staff in various practice areas and develop training plans and career opportunities for staff. I also represent the department and agency in negotiations of complex real property transactions, third party uses of property, inter-agency funding agreements, and dispute resolution.Some key achievements in this role include: • Oversee construction activity for projects in excess of $1B annually and $1.8B in property acquisition.• Serve as key member of Department Leadership Team contributing to the success of capital project delivery; representative to internal governance boards leading change management; and advisor to Executive Director on organizational improvements.

With the Project Director role, I supervised activities of $1.5B Sounder Capital Program while coordinating with other programs, divisions, and external partners. I collaborated with Operations and Facilities departments ensuring use of Total Cost of Ownership methodology and built facilities transitioned seamlessly to operations. My role also entailed administering Rail Program's annual budget including forecasting and monitoring of funds as well as analyzing program issues and providing recommendations to Executive Director. In terms of external engagement, I liaised with Agency Board members, elected officials, media, local community, and general public regarding Program design and implementation. A key achievement in this role includes: • Directed construction of $350M commuter rail extension.

As the Project Manager, I managed transit capital projects supporting both Regional Express Bus Service and Sounder Commuter Trail. While leading consultants and support staff in developing projects through entire project life cycle, I coordinated project scope, schedule, and budget. I also spearheaded development of environmental documentation under National and State Environmental Policy Acts (NEPA and SEPA), right of way acquisition, utility relocations, plan preparation, contract bid documents, and construction support.A key achievement in this role includes: • Delivered major capital projects including Freeway Transit Station, Park and Ride Lots, and Commuter Rail Station.

I guided team of project managers in designing and implementing repairs, supporting insurance recovery negotiations, and managing FEMA recovery process of Seaport properties following Nisqually earthquake. I completed delivery of repair projects while minimizing impact to tenants and ensuring safety of workers, staff, and public. My role also enabled me to collaborate with legal department in insurance settlement process by providing updated damage estimates and responses to insurer’s questions on technical issues. Likewise, I served as point of contact for the State’s Emergency Management Division supporting FEMA recovery process with weekly briefings, preparation of close out documentation, and support for accounting and auditing processes.

Serving as the Senior Civil Engineer, I supervised design staff including 4-6 junior engineers, in preparation of pre-design studies and PS&E documents. I ensured proper execution of large multi-disciplinary projects involving alternatives analysis, environmental documentation, preliminary alignments, and public outreach.

With this department, I headed Roads and Transit Divisions delivering infrastructure projects supporting the department’s 6-year capital improvement plan. While managing scope, schedule, and budget of major capital projects, I directed consultant teams and support staff in accomplishing SEPA environmental documentation, right of way acquisition, design and engineering, permitting, contracting, and construction support. As a result, I completed projects on road extensions, roadway widening, park and rides, and bus zone program.
