About Eric Rasmussen, Md, Mdm, Facp

I am the CEO for Infinitum Humanitarian Systems (IHS), a "Profit for Purpose"​ company headquartered in Seattle. We specialize in humanitarian science and engineering around the Pacific Rim, with a special interest in the techniques and technologies needed for climate adaptation within low-resource coastal populations. IHS also cares a great deal about safe drinking water as a human right, and we are working with multiple partners in emerging economies on clean water and disinfection provisioning for slums, rural villages, refugee camps, hospitals, and schools.I hold concurrent appointments as Senior Scientist and Research Director for the Kwajalein Atoll Sustainability Laboratory in the Marshall Islands, Professor of Environmental Security and Global Medicine at San Diego State University, and as an instructor in disaster medicine for both the EU's Disaster Academy in Bonn Germany, and within the Institute for Disaster Preparedness in Beijing, China. I am also a Senior Fellow at the Atlantic Council and at the Stimson Center in Washington DC, and at the Institute for Human-Machine Cognition in Florida. For the clinical care of patients, I am an Affiliate Associate Professor of Medicine at the University of Washington School of Public Health in Seattle, and I'm also Core Faculty at Singularity University within the NASA Ames Research Center in Mountain View, California. After 25 years on active duty with the US Navy, including 9 years as a Principal Investigator at DARPA, I retired in 2007 to accept Google's offer to serve as the founding CEO of their TED Prize NGO called InSTEDD. After three years as CEO at InSTEDD I retired to the InSTEDD Board (where I am still Chair). My medical degree is from Stanford and I'm Boarded in Internal Medicine with an additional European Master's in Disaster Medicine from the UN's World Health Organization affiliate in Geneva and Milan. I've been Chief Resident in Medicine, director of an Inpatient Service, an Intensive Care Unit, and a Residency Program in Medicine, and served as Chairman of an academic Department of Medicine. I have also led teams in disasters, including the Izmit earthquake in 1999, Katrina, Banda Aceh, the Port au Prince earthquake, Hurricane Sandy for FEMA, Supertyphoon Haiyan, the Nepal Earthquake, Hurricane Mathew in Haiti, and twice to Puerto Rico after Maria. Those disaster deployments are in addition to war zone deployments to Bosnia (3x), Afghanistan (twice), Iraq (9 months), and Ukraine in late 2022.

    IHS is a Washington State "Profit-For-Purpose" company internally chartered as a social business and specializing in vulnerability reduction for systems and populations. We work with a range of partners to analyze the disaster risks within informal settlements in the developing world and to assist governments with mitigation strategies for those at greatest risk. We work dominantly in Latin America and the Pacific Island Nations with a particular focus on provisioning distributed energy and clean water to the urban poor. Our internal structure is based on the definition of a social business given by Muhammed Yunus in his 2006 Nobel Peace Prize acceptance speech. Our priorities are:(1) Work that encompasses a social good. (2) Work that allows us to employ the greatest number of people while paying a fair living wage and providing a medical safety net, and (3) Enough corporate financial return to ensure safety and resilience, but no more. All else is re-invested in capacity-building efforts within the populations we serve. We work closely with both public and private sector interests to reduce the impact of industrial and natural disasters using geospatial information, taxonomic data management, system dynamics, complex adaptive systems visualization, public health epidemiology, and a participatory educational process based on free and open-source tools. We have designed and installed a number of unique water purification systems designed as small businesses for the rural poor. We contribute to open GIS data efforts globally, and we stress clean and sustainable manufacturing and procurement processes with our several partners.

    As Chief Medical Officer at Briotech (pro bono) from its earliest start-up phase when we were five people in a small warehouse, I was responsible for all of our human care, including domestic and international clinical trials, FDA regulation, pathogen susceptibilities, hospital and clinic disinfection, pandemic response initiatives, prophylactic and therapeutic modalities, and emerging infection response. My job was made easier through our independent testing by national laboratories, academic centers, and the NIH showing that we rapidly inactivate viruses (including SARS-CoV-2), bacteria (including some of the most resistant in the world), fungi like the highly resistant Candida auris, Aspergillus (black mold), and even prions - all with off-the shelf product at room temperature. Despite that killing potency Briotech has testing that shows we can be sprayed, full-strength, in eyes, mouths, on skin, and on textiles with no irritation and no damage. We're that level of gentle even though we inactivate poliovirus, the reference standard for tough little viruses, at a rate of more than 99.99% in 30 seconds according to independent US GLP labs and the European Union's reference laboratory. We created patents at the rate of about one every two months, and peer-reviewed journal articles faster than that. I came on more formally during the pandemic and it was an exciting place to work during those months. As the clinical requirements for pandemic response eased, I returned to IHS full-time.

    For about two years I was the VP of a newly-created division chartered to devise methods for taking disaster risk reduction techniques into the slums of the developing world. Our efforts over the first 18 months of the division led to:1. close relationships in Mexico (our first site selection), 2. the development of a new taxonomic analysis for human security, 3. a new international Working Group around the work we'd designed, and 4. a renewing of our "Smart Power" contract from US government agencies like the State Department for continued help within the slums of the developing world. Interest from multiple nations led to a decision in June of 2012 to spin off an entirely new company that would focus entirely on humanitarian informatics.
