My practice focuses on government contracts and complex public-sector transactions, with an emphasis on public-private partnerships (P3). I have negotiated development agreements for a wide variety of public assets and public-private developments, including transportation, social infrastructure, economic development, and water & sewer projects. I also handle the full spectrum of public-contracting issues, from preparation of proposals through appeals of administrative bid protests. Prior to joining Bilzin Sumberg, I served as a judicial clerk for the Honorable Danny J. Boggs of the United States Court of Appeals for the Sixth Circuit in Louisville, Kentucky.From 2014 to 2016, I served as the Searle Research Fellow at the NYU School of Law, where I researched government contracts and public-private partnerships throughout the country. My academic work has been published in the Virginia Law Review and the Tulane Environmental Law Journal. I graduated with high honors from the University of Chicago Law School, where I was awarded the John M. Olin Prize, to the outstanding student in Law and Economics, and served as a John M. Olin Student Fellow and Bradley Foundation Student Fellow. I earned my undergraduate degree in history from Cornell University and a graduate degree in education from the University of Michigan, after which I taught high school history and government for several years in the Detroit, Michigan, area..
