As the Program Manager for the Centers for Medicare and Medicaid Services (CMS) CECS Program, I oversaw a $300M program delivering Enterprise Computing Services to all of CMS’ over 6000 employees. I led a team of 100 dedicated and diverse technicians, engineers, and professionals to ensure that CMS was able to serve their 300M+ stakeholders. Significant accomplishments in this role include:-Increased year one EBIT from -$4M to break even while delivering over $7M(21%) in On Contract Growth (OCG)-Shaped significant innovative technology insertions to meet CMS business needs and drive future pipeline of OCG -Established a baseline for Option Year 2 that exceeds all Long Range Plan (LRP) metrics -Transformed the customer relationship as evidenced by the highest yet received Contractor Performance Assessment Reporting System (CPAR) score for Option Year One -Achieved a significant milestone by conducting an enterprise wide technology refresh of over 7000 computing endpoints beginning within 6 months of contract award -Implemented the first ever Disaster Recovery capability for CMS Enterprise Computing Services -Built out the Disaster Recovery environment in an Lockheed Martin built and managed Data Center

As the Technical Assistant to the Civil VP & GM, I supported the leader of a business boasting over $3.3B in annual sales with a greater than 8% ROS. In this role my responsibilities were many and varied. I was responsible for ensuring the ongoing success of our standard business rhythms in support of both our Civil Executive team and the IS&GS Executive Team. Through cross discipline coordination I ensured that the Civil VP & GM was prepared for all engagements both internal and external. I also had significant autonomy to seek out opportunities to improve performance or optimize efficiencies. As the Software Development Manager I am responsible for the development of the FBI’s new latent and palmprint database system. I was tasked with improving the efficiency and quality of a software development effort that was behind schedule and over budget. By restructuring the team to maximize productivity, improving communication across disciplines and to Program Management and implementing real-time Earned Value Management tracking, we met all customer milestones resulting in the highest award fee score to date. Responsibilities include:- Led a team of 29 software developers through development, delivery to I&T and customer deployment- Held cost, schedule and technical responsibility for the Increment 3 software development team- Acted as Control Account Manager, managing a baseline budget of over $14M in Total Cost- Restored customer confidence by hitting delivery dates of all interim software drops- Exceeded established, historical software development productivity metrics- Developed real time status collection mechanisms that allowed for daily % Complete EV tracking- Incentivized the development team and raised team morale through active listening, consistent and clear direction, staffing properly to reduce unreasonable OT demands, and by instituting team recognition awards- Performed all management responsibilities in a timely manner while focusing on employee career growth

As the Deputy Integrated Product Team Lead for two increments, I was responsible for leading the day-to-day operations of two software development increments from design through to deployment for the FBI. In these roles I had significant customer interaction, developing strong, lasting relationships with customer stakeholders thanks to my understanding of the technical issues and the customer’s mission. I led the effort to take an innovative approach to solve cost and technical challenges through the use of GOTS (Government Off The Shelf) in two occasions, providing the customer with cost savings while reducing program risk. I had significant involvement producing an over target baseline contract modification which increased contract value while adding to the contract fee pool. Responsibilities included:- Responsible for portions of a thorough and systematic baseline cost and schedule reprogramming- Developed cost and schedule models based upon prior performance, and forward looking constraints- Communicated effectively to management and customer leadership to enable on contract growth- Achieved resolution of a large customer expectation gap for zero cost through creative use of a GOTS product by working closely with the customer and another contractor to define the conops, architecture and requirements - Represented the IPT in customer facing meetings, developing unprecedented levels of trust and communication
