I manage ComReg’s functions relating to the economic analysis and regulation of various mobile and fixed communications and broadcasting markets, along with the management of ComReg's competition law policy/enforcement functions. In doing so I am responsible for regulatory policy design and implementation. I am also contribute to a range of cross-organisational projects, as well as engaging with external stakeholders, including Government departments, the European Commission, other national regulatory authorities and service providers.

I was seconded from ComReg to the Department of Communications, Energy and Natural Resources (DCENR) where I was the lead ComReg Programme Manager for the design, management and implementation of the Government’s National Broadband Scheme (NBS). This was a complex multi-million euro project to provide affordable broadband services to consumers located in unserved areas of the country. Following the completion of a then unique public procurement process, the NBS was awarded to 3 Ireland in December 2008, at a total cost of €223m, of which the Government contributed €79m. I provided strategic, commercial, regulatory and technical advice/support to the DCENR throughout.
