Directed a team of researchers in creating a qualitative database of child welfare case records. Collaborated with Bay Area Social Services Consortium (BASSC) Leadership to identify strengths and gaps in child welfare agency service provision. Identified research directions and authored policy papers using qualitative data mining techniques. Oversaw Master’s theses and final student presentations.

Oversaw data management for the Child and Family Services Reviews (CFSRs) under the Children’s Bureau (Department of Health and Human Services). Identified systems, processes, and procedures to ensure that reviewers captured the highest quality data in the field.Co-led a multifunctional team including qualitative and quantitative researchers to write a series of 12 reports on key child welfare topics. Co-led the development of the next generation of the CFSR data management system and repository to provide a dynamic data display. Wrote specifications, managed developers, and managed testing process. Conducted focus groups and analysis of qualitative results for various studies using ATLAS TI software.

Implemented a health care eligibility determination system (One-e-App) in Alameda County.Managed enhancements to Santa Cruz County’s system including the addition of Medi-Cal determination functionality.Managed staff, budget, change orders, and funding proposals.

Managed the District of Columbia’s Child State Automated Child Welfare Information System (SACWIS) with the Child and Family Services Agency (CFSA). The SACWIS tracks over 10,000 children and families in the District’s child welfare system and is used for case management, finance, and federal reporting.Member of the turnaround team that enabled the Agency emerge from federal court receivership.Implemented the Deloitte/CFSA contract and made key decisions about the scope, strategy, and resource needs of this 50-person project.Information ManagerDesigned reports to help CFSA comply with the terms of the court receivership and use data to conduct outcome-based management.Led a team of 12 in the production and distribution of management reports. Help Desk and On-Site Support ManagerRecruited and hired a 10-person team responsible for the Agency’s database use including training, help-desk, one-on-one support, and change management.

Researched and identified economic mobility strategies and best practices in the immigrant and refugee social services field. Activities culminated in a 250-person strategy conference attended by policymakers, government officials, foundation officers, and practitioners.
