Mr. Cempel advises agencies, developers, and others in the US and globally on developing transportation plans and policies, and then implementing them. • Megaproject Development and Implementation – Lead the development and implementation of $1 billion in infrastructure improvement projects at Chicago Union Station, the nation’s 3rd busiest intermodal rail terminal. Projects involve addition of platform, track, and station capacity; improved circulation; new access and egress; and better ADA accessibility. Develop strategies for funding and phasing projects. Work with developer as part of a public-private partnership to develop station’s real estate assets, supporting the transaction team, and integrating with infrastructure projects. Leverage all Amtrak departments and manage large teams of consultants.• Stakeholder Coordination – Coordinate closely with the Chicago Department of Transportation, Regional Transportation Authority, Metra commuter rail, Chicago Transit Authority, and other agencies and stakeholders on all facets of project design within the station and the surrounding neighborhood. Meet with and brief elected officials such as aldermen and senators. • Project Funding – Work with partners and officials to identify funding sources. Identify and execute grant opportunities, including writing grants, acquiring local matches, working internally at Amtrak to dedicate funding, and getting support from other relevant entities. Develop Amtrak nationwide strategy to leverage Opportunity Zones.

• Staff Management – Midwest regional manager for Transportation Planning and Management staff. Responsible for maintaining chargeability, balancing staff time, and reviewing financial information. Hold bi-weekly staff meetings and provide interim feedback on progress towards annual review goals. • Project Management – Serve as principal, project manager or deputy project manager for numerous transportation projects. Effectively manage other staff and firms, completing projects within budget and on schedule, and coordinate with clients. Give presentations to the public and clients.• Business Development - Write numerous winning project proposals and present at interviews. Develop client relationships, establish leads, and coordinate marketing opportunities among multiple business lines in Midwest. • Planning and Policy – Focus on helping international, Federal, state, regional, and local clients improve organizational management and transportation system outcomes, with a focus on principles of performance management. Prepare guidance and research to draft transportation legislation.• Technical Analysis – Develop and utilize analytical tools for estimating and forecasting travel demand, infrastructure and funding needs, benefits, and costs for all modes of transportation. Develop and calculate performance metrics for numerous transportation systems. Use results to help guide transportation policy.• Technical Writing and Stakeholder and Client Communication – Write and deliver reports, memorandums, and presentations summarizing technical analyses and results for clients, stakeholders, elected officials, the public, and other consultants.

• Korean Transport Policy - Helped guide policy, planning, and analysis for the Ministry of Construction and Transportation through international cases and lessons. Collected and analyzed data and provided policy direction for transportation issues related to Korean unification and integration with Asia. Major issues of focus included investment and decision-making, performance measurement and management, emissions, public involvement, and logistics. • International Feasibility Studies – Model post-processing, financial analysis, implementation plans, and funding.• International Coordination – Led international coordination efforts, including conferences and international project proposals. Met with high-ranking government officials, including ministers, MPs, ambassadors, and mayors, and leading experts in the field of transportation, including professors, public officials, and consultants, from Korea and across Asia.
